New Delhi: A research organisation has noted a record increase in the deletion of job cards for the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) database last financial year of 2022-23.

Rural development minister Giriraj Singh, in a written reply in the Lok Sabha on July 25, 2023, had said the total deletion of MGNREGA job cards stood at 5.18 crore in 2022-23 against 1.5 crore in 2021-22. In 2022-23, Bengal topped the list with the deletion of 83 lakh job cards.

The FIR at the Phulbari police station followed a May 6 hearing on several complaints against him. The hearing revealed that 43 service holders in the Askikandi area working in various government departments had job cards, with a few possessing multiple cards.

Uttar Pradesh accounted for the highest number of deletions on account of job cards being fake. As many as 67,937 fake job cards were deleted in Uttar Pradesh in 2021-23 and the number increased to 2,96,464 in 2022-23.

In Madhya Pradesh, 27,859 fake job cards were deleted in the last fiscal and 95,209 in 2021-22. The corresponding figures for Bihar was 80,203 and 27,062. In Jharkhand, 70,673 job cards were deleted in 2022-23 and 23,528 the previous year.

Rajasthan saw deletion of 45,646 fake job cards in 2022-23 and 14,782 in 2021-22. In West Bengal, whose MGNREGA payments have been pending for the last two years over allegations of corruption, 5,263 job cards were deleted in 2022-23 for being fake and 388 in 2021-22.

Jyoti said deletion and updation of job cards is a 'continuous process' and as per Section 25 of the Act, whoever contravenes its provisions shall on conviction be liable to a fine which may extend to Rs 1,000.

Meanwhile, 6,47,8345 new job cards were issued in 2022-23, Jyoti informed the Lok Sabha in a written reply to another question. In 2021-22, 1,20,63,967 new job cards were issued, while in 2020-21, the year that saw COVID-19-induced lockdown, 1,91,05,369 new job cards were issued.

Over 5.48 crore job cards under the Mahatma Gandhi National Rural Employment Guarantee Act were deleted in 2022-23, a 267 per cent jump from the previous fiscal, the Union Rural Development Ministry informed Lok Sabha Tuesday.

In reply to a query by JD(U) MP from Bihar Dileshwar Kamait, Minister of State for Rural Development Sadhvi Niranjan Jyoti said West Bengal saw the highest number of MGNREGA job cards being deleted at 83,43,469, which is 5,203 per cent more than 2021-22 when 1,57,309 job cards were deleted.

She added that in total 5,48,27,121 job cards were deleted in 2022-23. This is an increase of 267.18 per cent compared to 2022-21 when job cards involving 1,49,31,801 workers were deleted, Jyoti said.

The reasons for the deletion include fake, incorrect and duplicate job cards, workers not willing to work anymore, family shifting from a gram panchayat permanently and single-person job card where the person has died.
