I just encountered this same issue. I discovered that both of my headsets automatically disabled developer mode all of a sudden, and the Oculus app wouldn't let me enable it even though my account was verified via a phone number. I added a credit card based on the answer above, and that allowed me to enable developer mode. That led me to realize that the reason developer mode was turned off was that my previous credit card had expired the day before. So, Oculus will automatically disable developer mode on your devices if your credit card on file expires. I reached out to Oculus to support to ask that they fix this but haven't heard back yet.
I have tried restarting it several times. I've also ensured my Windows 10 PC has all Microsoft updates and that Bluetooth works. I've restarted my PC. I've installed the latest software updates onto my Quest 2. I've restarted the Quest 2. I've signed out and signed in again to my Quest 2 account. I've uninstalled, re-downloaded, and reinstalled MQDH. I've tried installing an older version of MQDH (3.5, in case there was an issue with 3.6). I have confirmed that I have enabled developer mode on the headset by temporarily disabling the guardian.

This developer mode issue that was on-going within this thread had been solved, @ChrisQuitsReality. If you're having issues with this setting now, please make sure your device is updated to the latest version and perform a power-cycle as well.
If this issue is persistent after verifying you're updated and cycling, you may need to Submit a Ticket with support. You'll be able to get further assistance through that support channel.
When connecting to multiple PCs (and a MacBook), the USB prompt to allow/trust the connected host doesn't show up in the headset menu even after following all proper Meta instructions on correctly configuring developer mode on my Meta account and mobile app. I also couldn't setup the device in the Meta Quest Development Hub; it would just hang forever on the "wait, this takes up to a minute" message.
My Quest 2 still has the developer options available in the headset, but the phone app and the developer hub both have the toggle switch turned off. If I try and enable it, I get 'We're having problems loading this, please try again'.
I've factory reset the Quest 2, uninstalled the phone app and developer hub, signed out of everything and then back in, but nothing changes. Oculus support are just directing me to basic 'how to set up developer mode' tutorials.
