📘 The Foundational Laws of Menrosa

As decreed by the Sovereign Council, enforced by the Digital Codex.

ARTICLE I: Citizenship

1.1 Any individual may apply for citizenship unless they have been exiled for violating core laws.
1.2 Dual citizenship with other digital states is permitted.
1.3 Citizens are expected to respect the sovereignty and values of Menrosa.

ARTICLE II: Governance

2.1 Menrosa shall be governed by the High Council and the Emperor.
2.2 Council members may be appointed or voted by the citizenry, depending on the Era of Governance.
2.3 The Council reserves the right to update or override any law with majority consensus.

ARTICLE III: Rights of the Citizen

3.1 All citizens have the right to speak, create, and explore freely within Menrosan space.
3.2 No citizen shall be denied access to the public archives, forums, or digital commons.
3.3 Privacy is sacred. No unauthorized tracking or data theft is allowed.

ARTICLE IV: Conduct

4.1 Citizens must treat each other with basic respect and civility.
4.2 Spamming, flooding, or destabilizing Menrosan systems is forbidden.
4.3 All communication must uphold clarity, creativity, or contribution - nonsense is tolerated only when artfully done.

ARTICLE V: Symbols and Integrity

5.1 The flag, sigil, and name of are sacred. Unauthorized edits or defacement may result in revocation of rank.
5.2 Citizens may create alternate versions of national symbols only when clearly marked as artistic or satirical.

ARTICLE VI: Citizenship Trials

6.1 Trials may be conducted by the Council to resolve disputes or handle violations.
6.2 All citizens are innocent until proven otherwise via evidence or confession.
6.3 Exile is a last resort. Reapplication is possible after one lunar cycle.

ARTICLE VII: Amendments

7.1 Any citizen may propose a new law or amendment.
7.2 Amendments require majority support from Council members and must be published in the public record.
