Overhaul by Floc & dwarf75

Added more to towns, more to military and built a max security prison, a few additions for construction, industrial areas and a few upgrades to farm areas 

4k object file with 1k deletions (mainly trees and rocks but as mentioned anything that spawns loot has been taken out of the mapgrouppos file provided).
