What is a "Penalty Notice"?
A Penalty Notice is a civil fine issued for violations of Los Santos city ordinances or municipal codes. These are not criminal charges — instead, they are administrative penalties meant to encourage compliance with local laws that affect public health, safety, and quality of life.
Who can issue a "Penalty Notice"?
A penalty notice may be issued by:
Any law enforcement agency;
City Enforcement Officers; and
Any Authorized Municipal Inspectors.
How much are the fines?
Fines are fixed amounts based on the type of violation. Here are some common examples:
Noise Control Ordinance of 2025: $1,000 (1st offence), $2,000 (2nd offence), and $4,000 (3rd offence)
Smoking Regulation Ordinance of 2025: $250 (1st offence), $500 (2nd offence), and $750 (3rd offence)
Retired Law Enforcement Vehicles Ordinance of 2025: $1,000 (1st offence), $2,000 (2nd offence), and $5,000 (3rd offence)
What happens after you receive a notice?
You will be given a copy of your Penalty Notice, listing the offense, the fine amount, and the payment instructions;
You have 21 days from the notice to pay the fine or submit a formal appeal; and
Failure to pay within the 21 days may result in:
Late fees;
Suspension of licenses or permits;
Property citations or vehicle impoundment;
Possible court summons for further action to be taken;
Higher fine amount.
How to pay a penalty notice
You can pay your penalty notice through the following methods:
In person at the Los Santos Capitol (front desk);
Online/through email to "pay-a-penalty@ls.city.gov"; or
Through the CAD/MDT system under your Penalty Notice (payments section, which is at the very bottom).
Via in-game bank transfer to the Los Santos Mayor's Office Fines Unit;
If you believe the notice was issued in error, you may file an appeal within the 21 days at the Code Compliance Office. You can appeal this in person at the Los Santos Capitol or via email at "compliance@ls.city.gov"
