This is an HKS elective course I developed on the economics of poverty and the social safety net -- including means-tested transfer programs, work-based tax credits, social insurance, health care, and housing. These programs comprise the largest share of government spending in the U.S. and other developed countries. Making them work well is a key economic and social priority. This course studies policy institutions and economic principles related to safety net programs via a combination of lectures and discussions of current policy issues.
