Normally the leader of the majority party becomes the prime minister, or an office of equivalent function, and selects the other ministers. In the Westminster system, these ministers continue to represent their constituency in parliament while being part of the government. Individuals who are not in parliament may be appointed as a minister, usually in order to bring special skills to the government.

In the United Kingdom, a government minister does not have to be a member of either House of Parliament. In practice, however, convention is that ministers must be members of either the House of Commons or House of Lords in order to be accountable to Parliament. From time to time, Prime Ministers appoint non-parliamentarians as ministers. In recent years such ministers have been appointed to the House of Lords.[7]

Some ministers may hold multiple portfolios and lead several ministries simultaneously, while multiple ministers with separate portfolios may oversee a single ministry, or may also share both ministerial and deputy-ministerial portfolios in different ministries. The indictment alleges that between approximately 2013 and 2016, the co-conspirators organized for more than $2 billion in three loans to be arranged by Investment Bank and another foreign bank. The loans were made to companies owned and controlled by the Mozambican government: Proindicus S.A., Empresa Moambicana de Atum, S.A. (EMATUM) and Mozambique Asset Management (MAM). The money was purportedly to be used to fund three maritime projects for which the shipbuilder, Privinvest, would provide the equipment and services. Proindicus was to perform coastal surveillance, EMATUM was to engage in tuna fishing, and MAM was to build and maintain shipyards. Chang, in his capacity as minister of finance, signed guarantees on behalf of Mozambique for all three fraudulent loans. Singh signed the agreements on behalf of the investment bank for the two loans on which the bank acted as primary arranger. The investment bank subsequently paid the loans directly to Privinvest.

I'm happy to be back at SLU as the choir director for SLU's student Mass Choir. You'll most often find me in College Church, conducting in the choir area (or these days at my computer, mixing recordings). I work with a team of incredible people from Campus Ministry and beyond to help students, alumni, and the whole SLU community to minister to each other through music and find spiritual meaning in song. I live with my husband and our two cats, and when I am not doing music things, I enjoy gardening, knitting, hiking and reading.

As I begin my fourth year as a campus minister, I am looking forward to walking with students as they learn and grow throughout their college experience! I coordinate the Journey Spiritual Life Communities program. Prior to arriving at SLU, I served with Maryknoll Lay Missioners in El Salvador and Brazil and worked at Amate House in Chicago and at the University of Dayton. A native Kansan, I get excited about new library books, live music and yoga. I am a candidate in the M.S.W. program at SLU, and I live in South City with my two cats, Noodle and Boo. The lights of my life are my three nephews. You can find me at my office in Reinert Hall, and I look forward to connecting with you!

I'm overjoyed that this is my ninth year as a SLU campus minister. I'm a native of St. Louis. My responsibilities as campus minister include overseeing ministry to SLU's bereaved students; serving as the residence hall campus minister for Griesedieck Complex; directing retreats; mentoring students; helping with our Journey community group program; co-leading our student delegation to the annual Ignatian Family Teach-In for Justice; overseeing our department's graduate intern program; leading/accompanying a group of students every spring to visit the L'Arche community in Mobile, Alabama. I also serve as an advisor to SLU's chapter of Alpha Phi Omega, an international coed collegiate service organization committed to helping students develop into servant-minded leaders in their communities.

Prior to SLU, I worked as a hospital chaplain and as a newspaper journalist. I enjoy mentoring and accompanying college students through life, faith and solidarity. Outside of work, I enjoy cooking, hiking, spending time with dear friends, exercising, taking in concerts, road trips, volunteering, and most importantly, quality time with my beloved family.
