zonehaven Evacuation Management Helping to Safeguard Millions of California Residents And Visitors During Atmospheric River Events

Residents in Solano County have a new way to get emergency alerts and additional critical information on their area.

The Solano County Office of Emergency Services joined Zonehaven as part of their "Know Your Zone" campaign aiming to "better prepare residents and businesses for emergencies and evacuations."

Zonehaven is an online system with the goal to "save lives with tools that help communities and first responders more effectively plan, communicate, and execute evacuations," according to their website. 

The new tool will be used countywide, in all cities and unincorporated areas.

"It's a good tool we have now that we didn't before," said Sergeant Rex Hawkins, spokesperson for the Solano County Sheriff’s Office.

Officials with OES strongly encourage residents know their evacuation zone name so they can understand alerts and react to emergency information faster.

"I cannot stress the importance of residents knowing their zones," said Hawkins, going on to say Zonehaven is a more user-friendly experience and will mostly be used for evacuations. 

In the event of an emergency, first responders and officials will use Zonehaven to assist in issuing evacuations. Officials will then publish evacuation orders and zone statuses to Zonehaven AWARE and send emergency notifications via Alert Solano.

On March 9, the Santa Cruz County Sheriff's Office issued an evacuation warning for residents in low-lying areas including parts of Watsonville, Soquel, Paradise Park and the area around Aptos Creek that could see flooding. 

The evacuation warning applied to the following zones in the unincorporated areas:  FEL-E008, FEL-E012, CRZ-E081 CTL-E014-B, E015-B, E018-A, E019-B CTL-E051-B, CTL-E050-B PAJ-E015-B, E024-B, E027-B, E026, E028

Residents may look up their evacuation zones at community.zonehaven.com.

Napa County residents were urged to be prepared as an atmospheric river storm began bearing down on Napa County and the Bay Area bringing floods and thunderstorm hazards.

A flood watch was implemented for the entire region from March 9 - 10.

Gov. Gavin Newsom declared a state of emergency to support storm response in 21 counties, including Napa. Sonoma County was among 13 counties last week where a state of emergency was already declared.

Evacuation orders were in effect for multiple communities in Monterey and Santa Cruz counties in early January due to atmospheric river conditions.

Monterey County residents were encouraged to check if they were in an area under evacuation orders by typing in their address into the county's website, while Santa Cruz County residents did the same via the Zonehaven platform.

Evacuations were in effect in and around Watsonville near the Pajaro River, which was under a flash flood warning by the National Weather Service. In Monterey County, the zones evacuated were B-001A, B-003, B-005, B-007A, B-006, B-0012A and B-0012B.

In Santa Cruz County, the zones under evacuation orders were WTS-E019, WTS-E017, WTS-E018, PAJ-E029, PAJ-E027, PAJ-E026, WTS-E006, WTS-E005, PAJ-E024 and PAJ-E015.

CITY OF MALIBU, CA INTRODUCES RESIDENTS TO ZONEHAVEN

The City of Malibu joined Los Angeles County public safety agencies, County Board of Supervisors District 3, and the Cities of Agoura Hills, Calabasas, Hidden Hills, and Westlake Village in introducing the community to the county’s newly established official disaster response and evacuation zones and the county’s new Zonehaven AWARE online tool.

“Being able to safely and efficiently evacuate a community during a wildfire or other disaster is crucial to ensuring public safety, especially here in Malibu, where we have very limited routes in and out,” said Mayor Paul Grisanti. “I applaud the efforts of our county partner agencies towards improving evacuation planning, and I encourage everyone in Malibu to ‘Know Your Zone’.”

LASSEN COUNTY, CA Moves FROM CODE RED TO Genasys Protect FOR EMERGENCY ALERTs & NOTIFICATIONS

Zonehaven is utilized for all emergency types including but not limited to fire, hazardous material incidents, earthquake, law enforcement activity and floods. When the sheriff has determined areas of the county need to be evacuated, a zone status will be changed. The online map will show the zones that have changed and, if necessary, provide suggested evacuation routes and evacuation locations. Zonehaven is also capable of identifying traffic control points.

GEM, the Genasys Emergency Management platform, is used in tandem with Zonehaven to issue alerts and warnings. GEM is also utilized to send Integrated Public Alert and Warning Systems (IPAWS) notifications that provide authenticated emergency and life-saving information to the public through mobile phones using Wireless Emergency Alerts.

Three contiguous Utah counties recently replaced a competitor's system with Genasys Emergency Management (GEM) and added Zonehaven evacuation resources.

"Eastern Utah counties Daggett, Duchesne and Uintah join counties in five Western states employing Genasys public safety software services under multi-year contracts to better protect their residents during disasters and critical events," said Richard Danforth, Chief Executive Officer, Genasys Inc. "A national monument, a large dam in a national recreation area, and extensive oil and natural gas production facilities are located in these Utah counties.  Emergency management officials will use GEM and Zonehaven to alert and evacuate people endangered by wildfires, flooding, oil and natural gas incidents, and other life safety hazards."

Zonehaven Disaster Planning Program spurs record Number of Teller and El Paso County Residents to sign up for Emergency Alerts

KRDO's Scott Harrison checked into how many El Paso County and Teller County residents have signed up for emergency notifications since the Zonehaven Disaster Planning Program took effect last August.

Notifications through Peak Alerts warn residents of emergencies like wildfires, shelter-in-place orders, and more.

The entity responsible for sending out Peak Alerts told KRDO that in 2022, a record 22,000 people registered to receive the alerts.

That's three to five times more than normal.

Zonehaven divides the city of Colorado Springs into more than 600 smaller zones for hyperlocal alerting and evacuation management.

BOULDER, COLORADO EMERGENCY PERSONNEL INTRODUCE ZONEHAVEN TO CITY RESIDENTS

Emergency evacuations happen quickly, so it is important to prepare. The City of Boulder uses Zonehaven to help evacuate residents in a disaster. Zonehaven provides pre-established evacuation zones, which helps streamline the evacuation process and provides community members easy access to check evacuation status.

The city's emergency personnel coordinated with Zonehaven to divide the map of the city of Boulder into "Zones." Each zone has a corresponding number on the Zonehaven map. Emergency personnel will use the mapping tool during an emergency to plan and execute evacuations. Community members will be able to go to the map at community.zonehaven.com to check the evacuation status for their zone(s) and access critical emergency information, including evacuation points, shelters, and more.

WESTERN COLORADO COUNTIES LAUNCH GENASYS EMERGENCY MANAGEMENT

All six counties in the West All-Hazard Region have switched on Genasys Emergency Management. The contract with the previous alert service provider, CodeRed, ended January. 9, Montrose County Emergency Manager Scott Hawkins said.

“We looked at other options. We wanted to see what else was out there,” he said.

The Genasys system is used regionally, in Delta, Gunnison, Hinsdale, Montrose, Ouray, and San Miguel counties. The region put out a request for proposals and selected Genasys from nine respondents

“It’s a pretty robust system. They use GIS mapping. When you enter an address, we can actually see where people are registered on the map. That helps us in an evacuation...,” Hawkins said.

The new system has a dedicated app, multiple bilingual resources, and is also more cost-effective.

“I think it’s going to be better for notification,” Montrose County Sheriff Gene Lillard said.

The alert system comes in handy during incidents such as major road closures, missing persons, evacuations, and domestic water-boil orders.

MONTROSE COUNTY, CO SHERIFF'S OFFICES ANNOUNCES NEW ALERT SYSTEM - GENASYS EMERGENCY MANAGEMENT REPLACES CODE RED  

Montrose County Sheriff’s Office released a new emergency notification system called Montrose County Alerts, powered by Genasys Emergency Management. 

“This new emergency alert system is easy to use—from a dedicated app to the ability to add multiple addresses to bilingual resources—this system is designed to deliver fast, accurate public safety alerts for our community,” said Montrose County Director of Emergency Management, Scott Hawkins. “This system can be used to provide notifications during wildfire evacuations, domestic water boil orders, major road closures, missing persons, and more. It’s a key tool for emergency communications.”

The system will be used throughout Montrose County by first responder agencies. Montrose County Alerts will allow first responders to send emergency notifications to specific geographic areas of the county. Residents who live near county borders are encouraged to sign up for the alert system in the county in which they reside as well as nearby counties to receive the most accurate information. Montrose County Alerts replaces the previous emergency notification system known as CodeRed.

All residents, business owners, and visitors are encouraged to sign-up for notification before an emergency happens. Registration is free and takes only a few minutes.

Zonehaven featured in How AI is saving homes and lives in California during wildfire season 

Fighting California's humongous blazes stretches everybody thin so often regions or counties will bolster common resources with some AI software support from private players. 

Zonehaven is one such AI-based system that assists emergency responders to evacuate communities at risk by using machine learning to digest various feeds that include satellite pictures and weather predictions to figure out where and when fires could break out.

Zonehaven has partnerships with individual fire and police departments in at least a dozen counties in the state and puts out detailed and staged evacuation recommendations to avoid stampedes, and its resultant traffic jams. Individuals can log onto a detailed map containing roads, structures and vegetation along with simulations of how and where the fire will spread.

BOULDER COUNTY SECURES FUNDING TO REPLACE SIREN SYSTEM WITH IMNS

Boulder County will replace or upgrade its emergency siren system in the wake of the Marshall Fire, which occurred nearly one year ago. 

Rep. Joe Neguse, D-Colorado, co-chair of the Congressional Wildfire Caucus, helped secure $1.08 million to replace the emergency system, according to a statement from his office.

The outdated siren system in the county will be replaced with new technology, a Long Range Acoustic Device system. 

“The Marshall Fire razed neighborhoods across Louisville, Superior, and unincorporated Boulder County — destroying more than a thousand homes and businesses and resulting in the tragic loss of life,” Neguse said in a written statement. “We must ensure that we are prepared when the next natural disaster happens. With this funding, Boulder County will be better equipped to alert families of dangerous wildfires and disasters, saving lives, and keeping our community safe.”

The latest design of the French Navy's new generation aircraft carrier (PA NG, Porte-Avions Nouvelle Génération) was presented by the French Directorate General for Armaments (DGA) during the Euronaval 2022 exhibition. 

In addition to Long Range Acoustic Devices (LRADs), the latest platform's defense package includes four Nexter/Thales RAPIDFire 40mm cannons with their built-in EO fire control, three twin MBDA SIMBAD RC launchers for Mistral missiles, and anti-torpedo launchers.

AT&T plans to use robotic dogs for a range of use cases aimed at improving “public safety and national defense”.

The US telecoms giant is teaming up with Ghost Robotics on the endeavor that will enhance the FirstNet emergency responder service.

“Robotic dogs are just one way we are proving the innovation and transformational possibilities of 5G and IoT,” explained Lance Spencer, Client Executive VP – Defense at AT&T.

“Network-connected robotic dogs can deliver a broad range of IoT use cases, including many that have previously required putting personnel in dangerous situations.”

“Another interesting use case involves equipping robotic dogs with Long Range Acoustic Devices (LRADs)...,” added Spencer.

“We have discussed with the Navy the possibility of outfitting our robotic dogs with (LRADs) to warn off wild boars and feral dog packs that have impeded operating crews working on telecommunications infrastructure located in remote areas of one of its bases.”

LRAD Used by Prague Police to communicate to Demonstrators and warn them away from entering National Museum

Demonstrators attempted to forcefully enter the National Museum after a large protest and rally ended on March 13. A man with a megaphone encouraged the participants leaving Wenceslas Square to go and take down the Ukrainian flag from the front of the National Museum. His challenge was accepted by several hundred people who demanded to enter the building. They were prevented from doing so as Prague police repeatedly used a vehicle-mounted LRAD to tell demonstrators to leave the area. After repeated calls, people in front of the National Museum building were gradually pushed out of the area.

Together with our partners, we are working to notify our unhoused residents in or near our creeks of the danger of flooding in inclement weather and assist them to shelter and safety,” said Jennifer Maguire, San José City Manager. “This proclamation will direct the evacuation of all people living along our rivers, creeks and waterways and enable us to ensure that we reach and evacuate people from those dangerous locations.”

JAPAN DONATES FOUR LRAD 500X SYSTEMS TO THE MALAYSIAN MARITIME ENFORCEMENT AGENCY DURING JOINT TRAINING EXERCISES

Maritime personnel learned how to chase away intruding vessels using LRAD in a four-day training with a Japanese government agency.

Some 30 officers and personnel members from the Malaysian Maritime Enforcement Agency (MMEA) took part in the Illegal, Unreported and Unregulated (IUU) Fishing and United National Convention On The Law Of The Sea (Unclos) workshops with the Japan International Cooperation Agency (JICA) starting January 9.

MMEA deputy director-general (logistics) Vice-Admiral Datuk Saiful Lizan Ibrahim said the workshops were part of the memorandum of agreement on fostering cooperation between neighboring countries signed by the MMEA and JICA in 2018.

The Japanese government donated four LRADs to the MMEA during the launch of the January 2023 IUU and Unclos workshops.

The four devices will be installed on MMEA offshore patrol vessels that operate along Malaysian maritime borders.

"With this joint initiative, the MMEA is confident it will be able to improve its capabilities in dealing with intrusions of foreign fishing vessels as well as enforcing maritime security," Saiful said.

INDIAN NAVY SHIP Deploys LRAD TO HAIL AND WARN FISHING TRAWLERS 

According to Minister of State for Defence, Ajay Bhatt, the Indian Navy ship Bangaram detected two trawlers operating near the India - Sri Lanka International Maritime Boundary Line in the early hours of October 21, 2022.

After observing the trawlers throwing articles or packages in the water, naval personnel onboard the Bangaram used the ship's Long Range Acoustic Device to broadcast hails and warnings in English and Tamil.

When one of the two trawlers failed to respond to the repeated warnings and continued to approach India's territorial waters, warning shots were fired across the bow.
