NO ID, NO ENTRY POLICY IS STRICTLY IMPLEMENTED
The MCST Library has developed circulation guidelines and procedures to ensure fair access to information for all patrons.
MCST Library established the following policies and procedures for circulation:
· Officials and students with valid MCST cards can access and borrow materials from the library.
· Patrons request at the Circulation Desk for the issuance of a library card if no card has been issued to them.
· Circulating books are in the General Collection section of the library.
BORROWING AND RETURNING OF BOOKS
A. STUDENTS BORROWING & RETURNING
With a valid MCST ID card and a QR code, students and staff may borrow library books of the following combinations:
· 2 books at a time for Overnight Use from the general collection.
· 3 fiction books for 2 weeks
· 1 book from the reserve section for Overnight Use
Note: All books borrowed for Overnight Use will be returned before 10:00 a.m. the next day, and other borrowed books can be returned any time of the day on the stamped due date.
A.1 Renewal:
Renewals are permitted provided there is no request for the book placed by another patron.
A.2 Overdue fines:
· A penalty of ₱5.00 a day per book will be charged to overdue books. (Patron will receive a courtesy notice of overdue library materials after 2 days).
· When overdue fines for returned books reach or exceed ₱ 50.00, borrowing privileges are suspended, and books cannot be renewed.
· The maximum fine is the replacement cost of the book.
A.3 Reserve
· A penalty of ₱ 2.00 per hour for overdue items on library reserve (books and devices available for use in the library for a limited time), as determined by the Library Committee.
A.4 Recall of Library Materials
The college library reserves the right to recall materials if other users request them in the library.
B. FACULTY BORROWING & RENEWAL POLICY
· This policy applies to all MCST faculty who borrow books and other resources from the library.
· Faculty may borrow books (with multiple copies) for 1 month with a current and valid MCST ID card with a library QR code.
B.1 Renewals:
Renewals are permitted, provided there is no request for the book placed by another faculty. Books may be recalled for
another user after three weeks.
· The overdue fine is ₱10.00 a day per book (Faculty members receive a courtesy notice for some books, alerting an upcoming due date.)
. When overdue books reach 1 month, borrowing privileges are suspended, and books cannot be renewed.
. The maximum fine is the replacement cost of the book. (as listed in the Library Manual).
Lost books: A charge of the replacement cost of the book plus a ₱150.00 processing fee.
PAYMENT PROCESS FOR LOST BOOKS.
1. Formal Declaration: Submit a written declaration of loss to the library
2. Order of Payment: Obtain an Order of Payment from the Librarian
3. LGU Submission: Submit the declaration and Order of Payment to the Mandaluyong Local Government Unit (LGU) to receive an Official Receipt (O.R.).
4. Clearance: Provide a copy of the O.R. to the Librarian to obtain a “No Accountability Clearance.”
C. RECALL POLICY
The guaranteed minimum loan period after a recall will be 3 weeks, regardless of the initial loan period.
D. RESERVES
The library offers several textbooks and other library resources on reserve.
E. LOST AND DAMAGED MATERIALS
E.1 Lost Material
· When a book is 30 days overdue, the College Library office automatically issues a lost book billing notice and a nonrefundable Php 50.00 lost book handling fee.
· Lost materials must be reported immediately to any of the Library Staff.
· Borrower will be charged the replacement cost plus the incurred penalty and processing fee of a lost book.
· Replaced with the same title, author, edition, and year or pay with the present price of the book. (Procedure and Form for the payment will be created)
· Lost material must be settled within a week after being reported.
E.2 Damaged Material
The patron will be billed for the cost of replacement of any damaged materials.
