I have tried Isopropyl Alcohol....the problem is that it doesn't break down the asphalt. I ended up taking a risk by going ahead and cleaning the port with mineral spirits without disconnecting the battery. I turned the phone off, put a drop of mineral spirits into the end of my unplugged charger cord, and inserted the cord into my phone about 100 times, occasionally adding another drop of MS. Then I used a toothpick to scrape the deepest parts of the port. I then used Isopropyl Alcohol 91% to clean out the nasty dissolved asphalt from the port. And BAM! Clean USB port! I used the combined advice from numerous sources in the best step by step order I could think of to achieve my goal.
