The College Library exist to support to the philosophy, vision, mission, of the Ilocos Sur Polytechnic State College and the goals and objectives of the different colleges, providing excellent library services on behalf of instruction, research, extension, production, and other school activity.
Provide the best possible access to relevant information within a suitable environment.
Develop and maintain appropriate collections of print, non-print, and electronic resources in support of ongoing College Function; Use technology to improve the delivery of programs, services, and resources; Promote library and information services and resources to faculty, students and staff; Develop and provide facilities that promote effective study and research; Encourage the habit of reading and the use of libraries in order to develop the student's potential for self-education and intellectual development for lifelong education.
Upon entering the library, the client should sign the log sheet then deposit belongings (except wallet, cellular phones, and other valuable things) on the baggage area/counter.
Converse in a low tone voice must be observed at all times, and mobile phones must be in a silent mode.
The library is only for research and study.
*Discussions must be done outside the library.
*Eating, sleeping, and littering are not allowed in the library. Always maintain the cleanliness of the library.
Use your own library ID card in any transactions in the library.
Decent behavior is expected at all times in the library.
Books and other materials are to be handled with care and must be returned properly after use.
Examine books and other materials carefully before borrowing them. Clipping, cutting, or marking any library material or property is subject to disciplinary action. Report to the librarian any discovery of such.
Put things in order before leaving the library.
Be courteous when borrowing and returning books and other materials.
Books returned with missing/torn pages will be the responsibility of the last borrower. A borrower should therefore inspect book pages before reading.
Books are to be used properly. Tearing, writing on them, or using them as a writing board to be avoided.
Fines will be imposed for those who failed to return borrowed books on the due date.
All borrowed books and other library materials must be returned properly before the end of the semester. Borrowing books for home use is not allowed 1 week before the clearance period.
A student may borrow books for home use for one night/overnight subject to renewal if there is no demand for them by another client.
The use of computer/internet facility is available during the official time scheduled:
8:00 A.M. - 12:00 P.M. (Monday to Friday)
1:00 P.M. - 5:00 P.M. (Monday to Friday)
Present the Library ID card to the librarian and claim it before leaving the library.
Sign in on the log sheet provided before you start operating the assigned terminal.
The internet is intended primarily for RESEARCH PURPOSES. Hence, email transmission and opening Facebook account are discouraged.
Students should not access sites that morally detrimental such as pornography.
Students should never use the network in sending flame letters/messages.
The use of the terminal is on a "FIRST COME, FIRST SERVED BASIS. "
Sanction will be imposed for any misuse of Internet Facilities.
Damages incurred by the user at the internet Terminal will be charged to the user's account.
Only one student is allowed per terminal, viewers are discouraged.
Please return your chairs properly before leaving.
Students are bound by the rules and regulations of the internet.

This section houses books written by foreign authors. Materials in this section can be borrowed for an overnight subject to renewal if there is no demand for them by other clients.
This houses books written by Filipino authors or books published in the Philippines or topics about the Philippines and Filipinos. Materials in this section can be borrowed for an overnight subject to renewal if there is no demand for them by other clients.
It houses books of great demand in the various courses. They may be read in the reading room only or one hour loan subject to renewal if there is no demand for it by other students.
This section houses books needed to look up when specific information is needed. These include dictionaries, encyclopedias, atlases, handbooks, manuals, and other general reference material.
Materials in this section are for library use only.
It is where newspapers, magazines, journals, government or school publications are houses. These materials are subject to library use only.
It is where thesis books, action/narrative reports, and other unpublished materials are houses. Materials in this section are for library use only.
Fiction can be borrowed for one (1) week subject to renewal if there is no demand for it by other clients.
This section is equipped with computers for students and faculty to access and browse online information. This section is for educational purposes only.
