The Maharashtra State Electricity Board, also known as MSEB is an Indian state agency responsible for regulating electricity in the state of Maharashtra. On June 20, 1960, the MSEB was established in accordance with Section 5 of the Electricity (Supply) Act, of 1948. It was India's second-largest electricity producer in 1998, behind National Thermal Power Corporation.

MSEDCL issued electricity bills for the month of June based on an actual reading that was taken after three months. As fix charges are assessed monthly in each bill, MSEDCL has credited the average bill amount issued in the previous two months, excluding repair charges and the duty amount on fix charges.

In all of Maharashtra, MSEDCL provides electricity to a total of 28.4 million users in all different types of households. You may see here what how much big difference is there in terms of electricity bill amount. March 2020 estimated bill would not make a difference for me as the estimated and actual consumption is nearby. In April and May, I watched many Web series on Netflix over weekends for 8 to 10 hours at a stretch with rigorous AC usage. Hence, my actual consumption for April and May is 436 & 257 KWh units with high bill amounts. Had been estimated on lower side by MSEDCL, it would have been 53 KWh units and 221 KWh units less in Apr & May 2020 with lower bill amounts. My June 2020 actual bill amount is 2300 as against proposed estimated units lost in previous months (274 KWh Units); I would have been required to pay Rs. 5000 approximately.

Similar to MSEDCL, Uttar Pradesh also has a poor billing system. There are few States like Punjab, Rajasthan wherein SAP IS-U billing system is working to its full capacity. Lokesh Chandra has reported that, since April 1 2023, an average of 1,389,000 customers from various categories have paid their electricity bills regularly every month, but have incurred a penalty of 15% for paying after the due date. Of these customers, 1,231,000 are domestic, 133,000 are commercial, and 17,000 are industrial.

The electricity bill issued by Mahavitaran clearly states that payment is due within 21 days from the date of the bill. Failure to pay by the due date incurs a penalty of 1/5 per cent. To avoid this penalty, customers are advised to pay their bills on or before the due date. Prompt bill payment by Mahavitaran customers is incentivized through the use of online payment and Go Green options, which offer significant discounts on electricity bills.

Customers who pay their bills before the due date receive a one per cent discount for prompt payment. By paying online through the Bill Bheem App, Google Pay, Paytm, bank apps, Mahavitaran website, or Mahavitaran mobile app, customers receive a discount of 5%. Additionally, customers who opt for the eco-friendly Go Green option of receiving bills by email are also eligible for discounts.
