อุทยานแห่งชาติแม่ปืม เป็นส่วนหนึ่งของทิวเขาผีปันน้ำ ลักษณะภูมิประเทศเป็นเทือกเขาหินทราย เรียงสลับกันเป็นแนวยาว ทอดตัวตามแนวทิศเหนือ-ใต้ ทิศด้านลาดจะอยู่ทางทิศตะวันออกและตะวันตกมีดอยงาม (ดอยหัวง้ม) เป็นยอดเขาที่สูงที่สุด สูงประมาณ 987 เมตร จากระดับทะเลปานกลาง และยังเป็นต้นกำเนิดของน้ำแม่ปืมซึ่งไหลลงสู่น้ำแม่อิงแล้วไหลลงกว๊านพะเยา มีพื้นที่ครอบคลุมท้องที่อำเภอแม่ใจ อำเภอเมืองพะเยา อำเภอภูกามยาว จังหวัดพะเยา และอำเภอเมือง อำเภอพาน อำเภอป่าแดด จังหวัดเชียงรายMae Puem National Park Part of the Phi Pan Nam mountain range, the landscape consists of sandstone mountains arranged in a long, alternating line extending in a north-south direction. The slopes are oriented towards the east and west, with Doi Ngam (Doi Hua Ngom) being the highest peak, approximately 987 meters above sea level. It is also the source of the Mae Puem River, which flows into the Mae Ing River and then into Kwan Phayao Lake. The area covers parts of Mae Chai, Mueang Phayao, and Phu Kam Yao districts in Phayao Province, and Mueang, Phan, and Pa Daet districts in Chiang Rai Province.
