緣起與目的
季風亞洲涵蓋東北亞、東亞、東南亞與南亞,擁有約40億人口,是全球語言與文化最多樣化的地區之一。在這片受季風影響的土地上,貿易往來、文化交流與語言發展長期交織,塑造了各國獨特的語言生態。隨著全球化的加速與數位時代的來臨,英語作為國際溝通的重要語言,其教學、學習與評量模式在亞洲各國逐步發展,並展現多元適應性。然而,在推動英語教育發展的同時,如何兼顧國際標準與國內需求,成為各國教育政策規劃者與學者共同關注的議題。
近年來,歐洲共同語言參考架構(CEFR, Common European Framework of Reference for Languages) 已成為全球語言教育政策與評量體系的重要依據。許多亞洲國家紛紛參考或調整CEFR框架,以提升語言能力標準的國際可對接性,並增強學習者在學術與職場上的競爭力。然而,在CEFR導入過程中,各國需考量國內教育體系、學習者需求及語言政策的適配性。因此,如何有效整合國際標準與國內教育需求,成為亞洲英語教育發展的重要挑戰。
為探討此關鍵議題,國家教育研究院 將於2025年舉辦 「季風亞洲英語教育國際研討會」(The International Conference on Monsoon Asia English Education 2025, MAEE-2025),主題為「CEFR與國家英語教育」。本研討會將邀請來自亞洲及全球的學者、專家與教育政策制定者,深入探討CEFR在各國英語教育中的應用與影響,並交流其在課程設計、能力評量與教師培訓中的實踐經驗。研討會的核心議題將涵蓋以下幾個方面:
第一,CEFR在亞洲各國英語教育政策中的適應與發展,探討各國如何將國際標準融入國內課程,以提升學生的英語能力。第二,CEFR導向的英語能力評量與課程設計,分析各國如何透過測驗與課程改革來確保學習成果的可測性與有效性。第三,教師專業發展與CEFR在師資培訓中的角色,探討如何透過專業發展計畫提升教師的教學效能。第四,CEFR對學生學習成果與語言能力發展的影響,評估標準化框架在提升學習成效方面的實證研究與挑戰。
本研討會期待透過跨國學術對話與實務經驗交流,促進亞洲各國對CEFR應用的理解與合作,並探索更有效的語言學習與評量模式。面對未來教育發展趨勢,季風亞洲國家攜手合作,共同推動英語教育的創新與發展,進一步提升本區域在國際學術與經濟體系中的競爭力。
Background and Purpose
Monsoon Asia, encompassing Northeast Asia, East Asia, Southeast Asia, and South Asia, is home to approximately four billion people, making it one of the most linguistically and culturally diverse regions in the world. Throughout history, this monsoon-influenced region has been shaped by trade, cultural exchange, and linguistic evolution, fostering unique language ecologies across nations. With the rapid acceleration of globalization and the rise of the digital age, English has become a crucial language for international communication. Consequently, English language education, learning, and assessment have been actively developed across Asian countries, demonstrating diverse adaptations. However, the challenge remains: how can these nations balance international standards with local educational needs to ensure both global competitiveness and linguistic diversity?
In recent years, the Common European Framework of Reference for Languages (CEFR) has become a key reference for language education policies and assessment frameworks worldwide. Many Asian countries have begun incorporating or adapting the CEFR to enhance the international alignment of their language proficiency standards, thereby strengthening students’ competitiveness in academic and professional settings. However, the process of integrating the CEFR requires careful consideration of local educational systems, learner needs, and language policies. The primary challenge lies in effectively combining international standards with the specific demands of local education systems.
To address this critical issue, the National Academy for Educational Research (NAER) will host the 2025 International Conference on Monsoon Asia English Education (MAEE-2025) under the theme “CEFR and National English Education.” This conference will bring together scholars, experts, and policymakers from across Asia and beyond to explore the implementation and impact of the CEFR in various national contexts. Participants will discuss how the CEFR influences curriculum design, proficiency assessment, and teacher training, sharing practical experiences and research findings. Key topics of discussion will include:
First, the adaptation and development of the CEFR in Asian English education policies, examining how different countries incorporate international standards into their curricula to enhance students’ English proficiency. Second, CEFR-based English proficiency assessment and curriculum design, analyzing how testing and curriculum reforms can ensure measurable and effective learning outcomes. Third, professional development for teachers and the role of the CEFR in teacher training, exploring strategies for improving teaching effectiveness through structured professional development programs. Fourth, the impact of the CEFR on student learning outcomes and language development, evaluating empirical research on how standardized frameworks influence language acquisition and learning success.
Through international academic dialogue and practical experience sharing, this conference aims to deepen the understanding and cooperation among Asian nations in the application of the CEFR, fostering the development of more effective language teaching and assessment models. As education continues to evolve, collaboration among Monsoon Asia countries will play a crucial role in advancing English education, ensuring the region remains competitive in the global academic and economic landscape.
