Capacity for business development in the Northern Province is a significant challenge for targeting contribution from the private sector for regional development. Development initiatives are currently carried out in the provinces mainly by the state sector and non government institutions. Investment by the private sector in regional growth is significantly low due to several factors. The post war challenges still persists and systemic issues hinder private sector's progress.
Northern province is not known for registered Public Limited liability companies or for that matter there are not many limited liability private companies.
National challenge of economic growth particularly in the rural economy and lack of sustainable rural jobs are being addressed by the government and to this end 2018 National Budget has been titled "Enterprise Sri Lanka".
With the view to make a contribution to improve this situation and as a part of its sustainable livelihood development, IRDG has set-up a Center for Agribusiness Development (CABD).
Individual entrepreneur businesses may face significant challenges as the volume of production would be insufficient to enter the value chain and suffer from low price paid by intermediaries. CABD's initiatives will be holistic in nature and will mainly focus on designing enterprises and will address their entire supply chain end-to-end .
CABD will operate as a holistic agribusiness business incubator service provider.
In recognition of the lack of capacity for designing, documenting, project management and business management, CABD will initiate a Train The Trainer (ToT) workshop for 15 post graduate students of the Jaffna University and in turn train further candidates and engage them in CABD enterprise development initiatives. CABD will also assist local NGOs and potential investors with business incubation support.
University of Jaffna has approved the MOU with IRDG and will commence its implementation starting with this ToT and engage the students in real life business challenges. Candidates from many faculties will be recruited so that the team will benefit from diverse knowledge input
CABD is in discussion with many vocational training centers with the view to provide on the job training for candidates who have completed their vocational training. CABD will engage these candidates and enable them an environment to specialise in one product that will provide exposure to end-to-end product growing system.
