Lyra ÇELA

Lyra Çela is currently a doctoral student at Bocconi University in Milan, Italy. Ms. Çela completed her basic legal studies at the Faculty of Law of the University of Prishtina (summa cum laude) and holds an LLM in International Civil and Commercial Law from Leiden University in the Netherlands. Her research focuses on the evolving intersection of international arbitration and international investment law, with a particular interest in intra-EU disputes, enforcement challenges, and the broader implications for the development of transnational legal processes.
She has completed fellowships/research stays at Oslo University’s Norwegian Center for Human Rights and at the European Court of Human Rights in Strasbourg. Additionally, she has coached the University of Prishtina’s team for the Willem C. Vis International Commercial Arbitration Moot in Vienna.
Ms. Çela has an extensive experience within the rule of law institutions in the Republic of Kosovo. Most recently, she served as Chief of Cabinet and Senior Legal Advisor to the President of the Constitutional Court of the Republic Kosovo. Prior to this role, she has lead the Division for Bilateral and International Treaties at Kosovo’s Ministry of Justice Department for International Cooperation, served as Contact Point for Kosovo at the European Judicial Network, and was appointed as Deputy Chairperson of Kosovo’s Agency for Free Legal Aid.
