Education Expands Opportunities
On the case of Hawaii:
As can be seen in the graph, Hawaii has a much lower voter turnout than other states at the same income and education level. There are several cultural reasons for this and the lack of civil engagement has been a topic of discussion by it's government for many years. The districts in Hawaii with the lowest voter turnout are rural areas that have many immigrants or Native Pacific Islanders living there and the cultural disconnect is believed to be the reason.
