Hammer, Luisa & Matthias S. Hertweck (2022). EU Enlargement and (Temporary) Migration: Effects on Labor Market Outcomes in Germany, Bundesbank Discussion Paper 02/2022.
Abstract: EU Eastern Enlargement elicited a rise in (temporary) labour market oriented immigration to Germany starting in May 2011. Taking into account that not all immigrants stay permanently and that outmigration flows are selective, this paper classifies recent EU immigrants into "new arrivals" and "stayers" drawing on administrative social security data (2005-2017). This novel strategy allows us to separately identify their potentially opposing short- and medium-run effects on labour market outcomes in Germany. We find a transitory negative effect on wages among German nationals, particularly at the bottom of the wage distribution; and a permanent positive effect on domestic full-time employment.
The Persistence of Employment Gaps in Couples - The role of gender wage equality (Work in progress)
Abstract: Gender gaps in employment have narrowed but remain substantial, especially within couples. By isolating task-based demand shifts within industries and using German administrative data, I show that a rising relative female-to-male potential wage reduces the gap in working hours between partners. However, the effect becomes smaller as the relative wage rises, and already when women, on average, could potentially outearn their partner, the narrowing of the gender hours gap comes to a halt. This suggests that in settings where the degree of gender equality in potential wages is high, further monetary incentives no longer play a significant role in partners’ employment decisions. Moreover, I provide evidence that men and women hold different thresholds of the relative wage at which the initial adjustment processes reverse, which can be rationalised with diverging preferences for traditional gender roles.
