Issue:
Some schools are not hiring TLs or trying to use the money for other things. Some schools place teachers there, but do not use them as TLs . Others hire within and don’t consider TLs with credentials.
Solutions:
Collecting data to identify schools not using funds properly. Hold district accountable to enforce proper use of funding in these schools.
Issue:
From as recently as the latest UTLA update back to our current contract, Teacher Librarians are inconsistently named or left invisible.. The language in the contract is inconsistent calling us library media teachers and teacher librarians,. Moreover, the contract erroneously groups TLs with out-of-classroom teachers or support personnel.
Solution:
Continue to partner with UTLA and DOI to clarify TLs' role
Collaborate with UTLA to update and correct contract language to refer to Teacher Librarians consistently as teachers on campuses.
Issue:
Library Aides have been given the ability to "add titles" to Destiny. Selecting new materials, and cataloging them, is the role of credentialed TL. This change undermines our position and value in the district.
Solution:
Follow up with UTLA leaders on filing a grievance against the district. Use supporting documents (CTC Code of Rules and Regulations, Edcode, TL and CFL job description) to support our position.
Issue:
TLs are being directed to take on out-of-classroom duties and/or take on classes in other content areas. This is especially prevalent during distance learning.
Solutions:
Long-term: advocate for better contract language to prevent this in the future, and stop this from becoming a common practice. "Past practice" can be just as strong as contract language, so it is important that we push back.
Short-term: Schedule as many library classes as you can. Collaborate with teachers daily and document your daily activities and schedule. Providing evidence that you are already busy teaching provides a strong defense when your chapter chair steps in on your behalf.
