2022 Vehicle Stops Report

Missouri State Total 7 1 23: 2022 Missouri State Rates and Disproportion.

2022 VSR Data for Analysis: the complete data set with rates and disproportions for all categories of data submitted by all agencies. This is what I use to investigate, for instance, which agencies have eliminated disproportions in consent searches against Black drivers.

2022 VSR Pivot Table: A Pivot Table can easily create reports for each agency, including rates and disproportions for every category of data. I can't get this one to work once loaded to Google, but it might work if you download it. Or email me and I'll send the Excel file.

Comments on 2022 VSR:  a discussion of the information and how it can be used to protect public safety and the rights of vulnerable individuals.

Short versions of topics discussed in Comments. These are also on my personal Facebook page (Donald Love):

Drug-Dog Alert Searches in the 2022 VSR: Disproportions against Black drivers declined after a Supreme Court Ruling required officers to cite evidence independent of the original stop in order to call for a drug dog.

Consent Searches in the VSR: Disproportions against Black drivers have disappeared for the state but remain for some agencies.

Odor Searches in the 2022 VSR: Searches based on the odor of alcohol or drugs have a history of disproportions against Black drivers but starting in 2023 they cannot be used for marijuana odor. The history remains significant as documentation that officers need to be provided with specific criteria for how they use high-discretion actions.

Non-Resident Stops in the 2022 VSR: New information on resident drivers reveals that stop disproportions against Black drivers in their home jurisdictions is relatively low: 1.19. The stops of Black drivers visiting other jurisdictions are the main source of the statewide stop disproportion. Are these stops necessary for public safety or do they just alienate good drivers?
