This database
Combines and present existing data and gaps on drug policy and harm reduction in the ten Love Alliance focus countries.
Reflects the most relevant indicators from existing data sources such as the Global State of Harm Reduction, UNODCs’ World Drugs Report, UNAIDS data, GFATM databases and the new IDPC Global Drug Policy Index.
Will be constantly updated with new information and adapted to community needs for the duration of the Love Alliance project, in consultation with local partners and community.
KEY INDICATORS
Policies
National policies and regulations on health and drugs. Special attention is paid to national drug strategies, policies on harm reduction, drug prevention and treatment, and policies on STIs, HCV, HIV, TB and others. It also maps penalties established for drug use and trade. It may include other relevant policies and regulations when these explicitly mention people who use/inject drugs.
drugs use and health
Incidence and prevalence of drug use, drug use trends, and injecting behaviour. When available in the respective countries, it also includes prevalence for HIV, TB, HCV, STIs for people who use drugs, as well as the impact of COVID-19 and overdose in the population.
Harm reduction
Availability of harm reduction services and various harm reduction interventions, including key populations assisted, funding, coverage and quality when data is available. It also includes the availability and coverage of other programs targeting people who use drugs, such as detox and rehabilitation, shelters, food distribution and income generation.
peer involvement
Maps the meaningful involvement of peers in program planning, implementation and management, monitoring and evaluation, and research, among others. It also contains information on existing networks of peers.
human rights
Gathers information on human rights violations, including access to health, and legal support, forced testing and treatment, and violations of privacy and to the right of life. Also contains information on violence perpetrated by the police, community as well as gender based violence.
prison
Percentage of people in the prison for drug offences and availability of different harm reduction interventions in prison. Includes the availability of health care in prison, focusing on HIV, TB, HCV and drug treatment.
women who use drugs
Existing data on percentage of women who use drugs among the population, as well as their main needs and challenges. Maps the availability of harm reduction and other related services which are specific for women who use drugs or are gender sensitive.
social issues and inequalities
Additional data on other social issues and inequalities, such as ethnic differences, economic inequalities, stigma and discrimination.
