The LOCHA Governance Improvement Committee (LGI) convened over 25 times since last February. Led by Larry Boland, LOCHA’s Vice President, the LGI’s task is to review and recommend updates for LOCHA’s governing documents in preparation for membership decisions. The committee is reviewing the LOCHA Articles of Incorporation, Covenants, Bylaws, and the various policies on such topics as the Recreation Area, Variance Process, Complaint Process, etc. The Committee discovered inconsistencies among the various documents, as well as areas that must be updated to reflect current state statutes. This hard working group includes the following members: Larry Boland, Kathy Cooper, Bob Frisbie, Mike Gascoyne, Gloria Holland, Marty Jeter, Andrea Sistrunk, George Weissbach and Bill Wilt. The Committee updated drafts of the documents, reconciled inconsistencies among all documents, added citations from the Virginia Property Owners’ Association Act where applicable, all while updating and clarifying terminology and structure. They consulted with LOCHA’s attorney on questions of relevance and appropriateness of wording, and will receive future legal advice on recording of revised, community-approved documents with Prince William County and the State Corporation Commission.
As required by the Charter, a Community Informational Meeting was held by The LGI Committee as announced November 14th at 7:00 pm. Thanks to our community members who attended to discuss the committee’s work, types of changes from the previous versions, and remaining questions that the community will be asked to decide, including allowing subdivision of lots and requirements for voting percentages to make future changes to the documents. The thoughts, impressions, and suggestions of the community members in attendance were helpful to The LGI Committee; and will contribute to an open and effective process leading toward eventual community approval and recording of improved governing documents.
The next step will be a community survey to be sent out on December 14th, 2018. The committee will review the results of the survey and formulate final recommendations that will be released to the comumnity in advance of a Special Meeting and a vote by the community on the proposed changes. The comittee will then oversee the proper recording of the documents with the county and state governments.
