This no-ads version stores everything ONLY on the device and sends nothing to any server. In Google’s definition, data is “collected” only if it leaves the device. Since nothing is transmitted, answer:

Then declare data is encrypted in transit/at rest where asked, and that the app is offline.

⚠ If you LATER add Firebase cloud sync or AdMob ads, you MUST come back and change this to YES and declare what is collected (e.g. ads use device identifiers). Doing it wrong can get the app removed.

8. Upload the app & submit

1.    Build the signed file:  flutter build appbundle --release

2.    Go to Testing -> Internal testing (recommended first) -> Create new release.

3.    Upload  app-release.aab.

4.    Add release notes, Save -> Review release -> Start rollout.

5.    Add 12 testers (emails) and share the test link — required to unlock Production for new personal accounts (test for 14 days).

6.    When all checklist items are green -> Production -> Create release -> Send for review.

9. Common rejection reasons (avoid these)

•     Privacy policy missing or URL not opening -> host it properly first.

•     Data safety form not matching app behaviour -> keep it accurate.

•     Using com.example.* package name -> use com.byajbook.loanemi.

•     Aadhaar handling not explained -> it's covered in your privacy policy; keep the field optional.

•     Low-quality screenshots -> you already have 6 good ones.
