IMPACT AID: THE BASICS
Impact Aid is a federal program that aims to fund disadvantaged school districts who teach children living on non-taxable federal property. Since schools tend to receive funding from local taxes, school districts that teach children who live on federal land are under a heavier burden since they have to teach more students then their funding would otherwise allow for. It is the job of the Impact Aid program to reimburse these affected school districts and to allow for all kids living within them a fair and equal education. Likewise, it is the goal of this organization to advocate for those disadvantaged students and their school districts to gain more funding and opportunities.
Examples of non-taxable federal income that NAFIS oversees are:
Military installations
Indian Trust, Treaty and Alaska Native Claims Settlement Act (ANCSA) Lands
Federal low-rent housing facilities
Federal properties such as national parks and Army Corps of Engineers projects and Federal facilities such as national laboratories and VA hospitals
If your school district oversees students from any of these institutions, it is likely being reimbursed by Impact Aid and represented by NAFIS. This organization is a subgroup of NAFIS and represents areas with less than 50% LOT* (Learning Opportunity Threshold ) or those receiving basic aid.

*LOT - "is the percentage that indicates how dependent a school district is on Impact Aid funds - the higher the LOT percentage, the closer the LOT payment is to the Maximum Payment" (Impact Aid).
