ABOUT US
The Mission
The Learning Opportunity~Impacted Schools Association (LO~ISA) represents school districts containing military installations, Indian lands, and low rent housing properties that have a LOT (Learning Opportunity Threshold, or the measure of how dependent a school district is on federal aid) under 50%. This includes approximately 75% of the school districts receiving Impact Aid Basic Support, serving approximately 735,000 students across the country. LO~ISA advocates primarily for these schools and communities to provide relevant and impactful learning opportunities for all students, and to increase these opportunities by having the federal government increase its annual appropriations of Impact Aid revenues.
We are a subgroup of the National Association of Federally Impacted Schools (NAFIS)
Most public-school districts depend on local taxes for funding. However, federal property such as military installations, Tribal lands, federal low-rent housing, and other federal properties and facilities are tax exempt. As a result, public-school districts with federal land in the district receive significantly less tax revenue to meet student's needs. Congress created the Impact Aid program to reimburse school districts for the lost revenue and additional costs associated with the presence of nontaxable federal property. Impact Aid provides payments to these school districts in lieu of taxes. However, the Impact Aid program is not fully funded. There are more that 1,100 school districts that qualify for Federal Impact Aid. There are approximately 10 million students attending these schools across the country. LO~ISA's goal is to have Congress fully fund the Impact Aid program so that all school districts receive 100% of their funding as defined by Impact Aid Section 7003.
What We Plan To Do
We will strive to expand operations to include and represent all eligible LO~ISA school districts. We will also serve as a valued partner with NAFIS leadership and all NAFIS subgroups to build a stronger and more effective NAFIS organization.
Why Join LO~ISA
We believe that districts with a Low LOT (50% or less) experience unique challenges in their schools and in their communities. LO~ISA districts serve students and families living on Indian land, Federal trust land, military installations, and/or Low-Rent housing and these school leaders face a wide range of challenges unique to the communities they serve. LO~ISA members will learn how to strengthen their skills to better advocate for the unique needs of their students and community. Moreover, LO~ISA will keep all members up to date on the current Impact Aid issues.

LO~ISA advocates for Impact Aid to support the changing needs of our member school districts. We support the mission of NAFIS with a continued focus on the unique challenges facing Low LOT districts.
Professional Networking in the 21st Century
LO~ISA works to provide a forum where leaders of Low LOT districts are encouraged to share informed dialogue surrounding the unique challenges Low LOT districts face, to share their successes, and to guide the implementation of proven solutions.
