Immediately establish protocols and channels for LMDC to communicate about the health and wellbeing of all persons in their custody, with respect and concern for their humanity and the humanity of their loved ones.
Take steps to cancel LMDC’s contract with Wellpath. Contract with a Louisville-based health organization, and allow detained persons full access to community-based services providing the support that any person needs after experiencing a police encounter, arrest, and detention.
Create and implement a plan to address the corrections officers of LMDC, who are now complicit with Wellpath in lethal negligence of the healthcare needs of community members. While it is part of a correction officer’s job to administer emergency medical support, LMDC continues to rely on EMS and emergency room services to provide the life and death care needs that Wellpath is contracted to provide immediately on site.
Implementation of an amnesty period for community members with active bench warrants.
In-person arraignments for all incarcerated community members in custody at LMDC.
Implementation of review and release of low level offense cases for all incarcerated community members in custody at LMDC, prioritizing pretrial cases.
In coordination with the Circuit Court Clerk review and expedite transfers or for any incarcerated community member being held at LMDC with warrants in another county.
End the WellPath Contract with LMDC and provide proper intercepts for people who should not be arrested while guaranteeing adequate healthcare and release for those in jail.
Create an external oversight committee, composed of community members to monitor and make recommendations to improve the well being of incarcerated community members at LMDC. 50% of this committee will be formerly incarcerated community members.
Review WellPath contract and mental health protocols at LMDC with special attention to the mental health screening process and suicide prevention strategies.
Jail Policy Committee to speak regularly at Metro Council meetings with plans and ongoing updates about how they are intervening with long term solutions to the systematic issues identified by incarcerated community members.
