Orlov has been a bit of a problem kid for much of his life, mostly due to his innate sense of distraction. Anything that draws his attention will coax him away from just about any sense of duty or work. This also means he is an innately passionate man who loves the things that he cares about deeply, loyally and entirely. Conflict has never been his strong suit and he is at his heart a bit of a peace lover - but will do what he must if it means he gets to explore what he is and what he can do more.
Orlov, to his mind, has very little history worth noting. He was a teenager taken from the side of a mother - who had died in the cold of the night outside the walls of a secret Soviet military research facility near the city of Sverdlovsk. Assuming he would also die from his exposure to the cold, the alternative-weapons research team took the boy without first securing authority, wanting to see the effects of their EMPTE (Electro Magnetic Pulse Transmitting Environment)generally referred to as PROJECT:EMPTY. The boy did not die as they had predicted.
Instead massive spasms and behaviors suggesting an immanent brain hemorrhage presented, along with the curious phenomena of the lights in the room stabilizing - having as standard been susceptible to flickering during prior tests. Worried - and somewhat fascinated - over the fact that the child had not died, the team placed him in intensive care. What followed was a series of tests which spanned over the course of nearly two years, finding that at first - once subject to EMPTE the boy - come to be known as Orlov (a nickname given to him by the admin staff) - would radiate back with curios and never before seen patterns that radiation from his mind. Over time it seemed that he started radiating his own EMPTE field, however it was so subtle so as to almost not be there. The boy also, never woke up.
Nearing the end of the war, a part of the new Theoretical Computing Framework was erected close to where Orlov was being held. To the surprise of the researchers the computer seemed to react to stimulus in a near coherent manner - needing only simple coding at first and later, seemingly writing its own systems of call and response. It was the revelation of one of the researchers who realised that the confused mumblings was not based in faulty data sets but the confused mumblings of a boy. Orlov - by that point had found some level of awareness through the computing unit in his proximity, affecting it via his EMPTE field. Then there is a bit of red tape which was never digitized and so has been lost to history - but efforts to analyze DNA and bone marrow samples and efforts to recreate the effects in a more stable body followed with little success. With his body failing under the constant strain, he finally convinced the ranking staff to let him be sent to the UK, where he had been in contact with a research facility that might be able to treat him.
They at first declined - but once he managed to convince them that he could send back coded information from their own radio signals and provide insight into the inner workings of the West - they agreed to allow it. He was sent over, and immediately begged for sanctuary. By this point he could affect the circuits of a radio kept nearby at all times to emulate his voice. Fascinated he was allowed it - and Russia scrapped the project and destroyed any evidence for fear of revealing their bio-weapons program. Orlov healed quickly and regained consciousness a few months later - becoming critical to the Enigma Decoding efforts at Bletchley Park. By the end of the war he was decoding and intercepting secret messages from Berlin directly from Bletchley. Not just radio, but telephone calls and more. He also served later in the war to redirect V2 rockets targeting London, but the program was very hit and miss due to him struggling to connect and affect such a fast moving projectile with limited bandwidth.

edetic memory - he can recall with absolute clarity all the things that have happened to him since he arrived in London. Prior to that, there are long periods of confusion due to the tests and exams, but since - perfect recall.
hacking - he has yet to find a firewall that has him stumped. due to the nature of network security there are alwaqys physical indicators when data is put through and while it might be hidden on a software level, he can pick up on the subtle cues that allow him in.
analytical - his mind works in a very logical and structured way, meaning few things evade his attention once he decides to focus on the tasks at hand.
creative - his creativity comes from the sheer scale of the data that is at his disposal. He is rarely without inspiration, reading thousands of books and holding the knowledge of millions of points of view that inform his decision making.
perceptive - because of his curiosity and his focus he tends to notice when things change, or are out of place. Whether it is movement patterns, noises, languages use - whatever, he tends to pick up on incongruencies.
His greatest weakness is that he is still - at his core - just a human. He is no more resilient than any person, no stronger than the average guy, needs to sleep, eat - MORE THAN MOST PEOPLE DUE TO THE AMOUNT OF ENERGY HE PUTS OUT - and he is subject to illness and diseases.
He also has very little combat experience, very little desire for conflict and his loyalties being very very circumstantial - makes him seem like he is a bit unreliable - while he sees it as just being realistic about the best use of his time.
The final weakness that he has is that he needs a network, as well as some logic system to carry and interact with. Attack him with a knife, and he is fucked. Shoot at him with a gun that does not have an electronic release mechanism and he is utterly at the mercy of the shooter. If he is put in a space that dampens or removes radiowaves out of the area, or just messes with them - his powers become either utterly useless or unreliable.
