OPRA Application
Lil Rock Ventures is pursuing an Obsolete Property Rehabilitation Act (OPRA) exemption to support the redevelopment of 1204 S Washington Avenue.
OPRA is intended to:
Encourage reinvestment in obsolete buildings
Offset the cost of significant rehabilitation
Support long-term tax base growth
Project Status
Preliminary planning and scope development completed
OPRA District Approved 11/17/2025
Construction phasing and budget refinement in progress
Coordination with City of Lansing and LEDC ongoing
