The Council is a 7 member Executive and Legislative body of Liberstein's government. It is, as textbooks call it, the "governing body" of our nation. Each member has equal powers as an executive, receiving 2 to 4 Ministries to preside over. One member, The Foreman, acts as an executive figurehead. What this means, is that The Foreman is the always the decider vote in the legislative process, and acts like, for example, a President or Prime Minister, but with less authority of the rest of the government.
The Council was founded to be its own check and balance system, that is why each member has equal power in the council, their Ministries have no affect on their position, power, or ability to grab it. This being said, the way executive succession works is this. If the Foreman were to pass, the council would vote on a new successor, their leading vote would then be decided by the Congress, a governmental body built of state representatives.
