The ever-changing context of local governance makes it imperative for local governments to continually adapt, create and innovate approaches towards further enhancing the delivery of basic services to its constituents, considering major considerations such as availability of resources, manpower capacity, systems and procedures, and information technology, among others. One of the emerging trends is the shift from the conventional to a multilevel approach in knowledge management, which has been pioneered by the Department of the Interior and Local Government (DILG) through its Local Governance National Resource Center (LGNRC) and later cascaded to Regional and Provincial Offices.
It is on this framework that the Ligao City Local Governance Resource Center (LGRC) was established. Primarily, it aims to promote a culture of learning, knowledge sharing and utilization, collaboration, and networking toward excellence in local governance. It is envisioned to serve as the mechanism in carrying out the mandate of enhancing the capacities of the various offices of the City Government of Ligao through the provision of support services in the conceptualization, implementation, monitoring and evaluation of programs, projects, and activities, which include but is not limited to, research, advocacy, linkage, networking, technical writing, documentation and packaging, development and management of knowledge products and report preparation.
Ligao City LGRC was created through Office Memorandum No. 15, series of 2022 issued last August 2, 2022, by Hon. Fernando V. Gonzalez, City Mayor. It is composed of a mixture of organic city employees and technical personnel hired on a job-order basis that comprises the following service facilities: Capacity Development Facility, Multi-media and Information Management Facility, Public Education and Citizenship Development Facility, Linkage and Networking Facility, and Legal/Administrative Facility. The Center also serves as a repository of knowledge products on good local governance.
