In line with its commitment to strengthening gender-responsive governance and fostering an inclusive workplace, DILG Bulacan successfully conducted its 2nd Quarter GFPS Meeting. The meeting highlighted the duties and responsibilities of GFPS members in ensuring the effective implementation of GAD initiatives, programs, and policies within the organization.

The meeting also served as an opportunity to plan upcoming June activities, advocacies, and wellness programs. Moreover, the GFPS discussed preparations for the upcoming policy development activity for the LGU GAD Seal, which aims to strengthen gender mainstreaming mechanisms and support LGUs in advancing inclusive and gender-responsive governance.

These initiatives underscore DILG Bulacan’s continuing efforts to champion equality, empowerment, and responsive public service.

Seal of Child-Friendly Local Governance (SCFLG) CY 2025 

to various Local Government Units in the Province of Bulacan

𝐁𝐮𝐥𝐚𝐜𝐚𝐧 𝐀𝐝𝐯𝐚𝐧𝐜𝐞𝐬 𝐂𝐡𝐢𝐥𝐝 𝐚𝐧𝐝 𝐖𝐨𝐦𝐞𝐧 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐭𝐡𝐞 𝟐𝟎𝟐𝟔 𝐋𝐂𝐏𝐂 𝐚𝐧𝐝 𝐋𝐂𝐀𝐓-𝐕𝐀𝐖𝐂 𝐅𝐮𝐧𝐜𝐭𝐢𝐨𝐧𝐚𝐥𝐢𝐭𝐲 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭

The DILG Bulacan, together with the members of the Provincial Inter-Agency Monitoring Task Force (PIMTF), successfully concluded the FY 2026 assessment of the Local Council for the Protection of Children (LCPC) and the Local Committee on Anti-Trafficking and Violence Against Women and their Children (LCAT-VAWC), which marks another significant step in strengthening local mechanisms that uphold the welfare, protection, and empowerment of children and women across the province.

From April 13 to 23, 2026, on-site assessments were conducted in the 24 local government units of Bulacan. The activity aimed to evaluate the structure, functionality, and effectiveness of LCPCs and LCAT-VAWCs in implementing programs, policies, and services consistent with child protection and anti-violence mandates.

The assessment process formally concluded during the Final Table Validation held on April 29, 2026, at which members of the PIMTF convened to validate the results and ensure the accuracy of the findings. The activity also served as a platform for productive discussions among participating LGUs on best practices, identified gaps, and opportunities for further improvement.

The successful completion of the FY 2026 assessment reflects Bulacan’s continuing commitment to responsive, inclusive, and people-centered governance, as the province strengthens its local protection systems toward building safer communities and more secure environments for children, women, and families.

March 26, 2026 | In view of the Department’s commitment in advancing gender-responsive governance, the DILG Bulacan GAD Focal Point System (GFPS) successfully conducts its 1st Quarter meeting held in City of Malolos, Bulacan.

The meeting focuses on the gender mainstreaming accomplishments and activities conducted by the Provincial Office in view of the celebration of National Women’s Month. Highlight of the said meeting is the interactive game and activity where DILG Bulacan personnel present their creativity skills through identifying remarkable things that symbolizes their childhood and translating it into an art, as a way to express the office’s support in line with the observance of Girl Child Week.

DILG Bulacan continuously strengthens its efforts, programs, policies, and initiatives in relation to gender mainstreaming in order to ensure that everyone in the community — regardless of sex and gender, have our equal voices and opportunities in the society.

DILG Bulacan concluded the 2026 National Women’s Month Celebration during its 3rd DILG KONEK: The Provincial Team Conference on March 26, 2026. The activity brought together personnel in a meaningful celebration of women’s empowerment, resilience, and leadership, while also reinforcing the Department’s commitment to responsive and informed governance.

As part of the culminating activities, a Financial Literacy Session was conducted in partnership with the Pag-IBIG Fund, which provided participants with practical knowledge on financial management. The session highlighted essential topics such as budgeting, savings, and responsible use of loan programs, while also raising awareness on the various programs and services offered by Pag-IBIG Fund, equipping employees—especially women—with the tools needed to make informed and empowered financial decisions.

More than an information drive, the initiative emphasized that both financial independence and informed, sustainable governance are vital components of women’s empowerment—enabling them to lead with confidence, make sound decisions, and contribute meaningfully to nation-building.

Also, complementing the activity were key discussions on the Peace and Order Audit, with a focus on identifying gaps and corresponding interventions to strengthen peace and order mechanisms in accordance to the parameters set forth in the audit guidelines. In addition, the activity also made way to reiterate the Office of the President Memorandum Circular No. 114, which highlighted energy-saving initiatives and the importance of sustainability in government operations in view of the ongoing global geopolitical tensions.

DILG Bulacan celebrates Women's Month through DILG KONEK: The Provincial Team Conference

In line with the Department’s commitment in promoting gender equality and inclusivity in local governance, DILG Bulacan led by PD Myrvi Apostol-Fabia, CESO V, celebrated Women’s Month through the 3rd DILG Konek: The Provincial Team Conference, held today, March 25, 2025, at the Municipality of Paombong.

As part of the celebration, Bank Officer IV Maria Lourdes Laconsay from Bangko Sentral ng Pilipinas discussed the vital role of financial literacy for women as integral members of the society. The personnel also arrayed in purple and presented their reports and updates regarding the implementation of DILG PPAs using themes that highlighted power, justice and dignity of women.

This DILG Bulacan 3rd Konek Conference did not only serve as an avenue to discuss latest updates in the Department and LGUs, but also as a platform to advocate for the rights and welfare of women this National Women’s Month.

Layunin ng #MNKFridays ng DILG Bulacan na magbigay ng inspirasyon, pagtangkilik, at magsilbing simbolo ng kanilang lakas at dedikasyon sa trabaho, at magsilbi itong pagkakataon na maitampok ang talento ng mga kawani ng Tanggapan.

Sa pagtutulungan ng DILG Bulacan at League of Municipalities (LMP) - Bulacan Chapter ay matagumpay na isinagawa ang 𝐩𝐚𝐠𝐬𝐚𝐬𝐚𝐧𝐚𝐲 𝐮𝐤𝐨𝐥 𝐬𝐚 𝐩𝐚𝐠𝐛𝐚𝐛𝐚𝐥𝐚𝐧𝐠𝐤𝐚𝐬 𝐧𝐠 𝐆𝐞𝐧𝐝𝐞𝐫 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 (𝐆𝐀𝐃) 𝐏𝐥𝐚𝐧 𝐚𝐭 𝐁𝐮𝐝𝐠𝐞𝐭 para sa mga GAD Focal Point System (GFPS) ng mga lokal na pamahalaan sa lalawigan simula 𝐢𝐤𝐚-𝟔 𝐡𝐚𝐧𝐠𝐠𝐚𝐧𝐠 𝐢𝐤𝐚-𝟕 𝐧𝐠 𝐌𝐚𝐫𝐬𝐨, 𝟐𝟎𝟐𝟓.

Kabilang sa mga nagbigay ng teknikal na gabay ukol sa naturang paksa ay ang mga kawani ng DILG Bulacan at GAD Resource Pool members ng Philippine Commission on Women (PCW) na sina Cluster Head, LGOO VII Lydia Baltazar at MLGOO ng Norzagaray, LGOO VI Maria Christine De Leon.

Layunin ng aktibidad na ito na matulungan ang mga pamahalaang lokal na matukoy ang mga programa at proyekto na may kinalaman sa GAD. Sa pamamagitan ng pagbabalangkas ng planong ito ay masisiguro na higit na mapapakinabangan ang limang (5) prosyentong alokasyon sa kabuuang pondo ng bawat LGU upang matiyak ang gender equality at matugunan ang pangangailangan ng bawat mamamayan anuman ang kanilang kasarian.

Ang aktibidad na ito ay isinagawa sa ilalim ng 𝐋𝐀𝐊𝐀𝐒, isa sa mga pasilidad ng 𝐀𝐋𝐀𝐆𝐖𝐀, ang opisyal na Sub-LGRRC ng Bulacan — at bilang pakikiisa ng Tanggapan para sa pagdiriwang ng Buwan ng Kababaihan.

Bilang pakikiisa para sa pagdiriwang ng Buwan ng Kababaihan, nagsawa ngayong unang Lunes ng Marso ang DILG Bulacan ng isang ng zumba activity na nilahukan ng mga kawani mula sa Panlalawigang Tanggapan at mga Pook na Tagapagpakilos ng mga Pamahalaang Lokal (C/MLGOOs).

Sa nasabing aktibidad ay nagbahagi ang Pinuno ng Kumpol ng Pangkat, LGOO VII Lydia Baltazar, isang GAD Resource Pool Member ng Philippine Commission on Women (PCW) ng mga legal na batayan at kaalaman kaugnay ng nasabing pagdiriwang. Ito ay sinundan ng sabayang pagsayaw ng mga kawani, na nagsilbing sentro ng aktibidad na naglalayong itaguyod ang kahalagahan ng kalusugan at pisikal na kalakasan, kasabay ng pagkilala sa kahalagahan, talento at lakas ng mga kababaihan sa Departamento at higit sa lahat ay sa ating lipunan.
