Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Council (SICAP-BADAC)

As part of the commitment to the Philippine Anti-Drug Strategy (PADS), the Department shall be mainly responsible for strengthening the capacities of Barangay Anti-Drug Abuse Councils (BADACs) by empowering our barangays to sustain effective and efficient measure in preventing and eradicating illegal drugs abuse.

Roll-out Training Activities for the Barangays

These training activities shall be demand-driven.
The training design can be customized based on barangay needs,
Roll-out training is chargeable against local funds.
SICAP BADAC Training Teams

SICAP-BADAC pool of trainers shall consist of those trained during the training of trainers (TOT) last CY 2021 and CY 2022.

Organize the pool of trainers within the province.
Provide technical assistance to the requesting/availing barangays and local training teams in the conduct of rollout training for BADACs.
Facilitate coordination with SICAP-BADAC trainers from partner agencies.
Disburse and liquidate sub-allotted funds in accordance with existing accounting and auditing rules.

Advocates to the brangays the availability of the training program for BADACs.
Organize the local training teams upon request of the barangay.
Initiate the customization of the training plan for each requesting/availing barangay.
Disburse and liquidate sub-allotted funds in accordance with existing accounting and auditing rules.

IMPLEMENTATION OF THE ROLL-OUT TRAINING ACTIVITIES ON STRENGTHENING THE INSTITUTIONAL CAPACITIES OF BARANGAY ANTI-DRUG ABUSE COUNCIL (SICAP-BADAC) FOR THE LOCAL TRAINING TEAMS AND FOR THE BARANGAYS

The SICAP-BADAC Training Program is a capacity development project intended for BADACs, to continuously provide them with significant knowledge, skills, and attitude to ensure the functionality and sustainability of various anti-illegal drug efforts.
For CY 2024, SICAP-BADAC introduces new modules to the barangays that focus on capacitating the barangays in information gathering and reporting to ensure that BADAC serves as an effective community-level intelligence network by providing quality and trustworthy information to the law enforcement agency.
The participants from DILG, PDEA and PNP during the National Training of Trainers last July 24-26, 2024 shall composed the Regional Training Team. They are responsible for conducting the roll-out trainings in the target barangays.
The Regional Training Team may organize and train local counterparts to help them in capacitating the target barangays. They may also tap other individuals and/or organizations knowledgeable and experienced on the subject matter to form part of the regional training teams.
Roll-out trainings shall be conducted to strengthen the capabilities of the members of the BADACs by providing them with necessary knowledge, skills and attitude to efficiently perform their duties and functions especially on information collection and reporting.
Roll-out training for priority barangays shall be completed before November 15, 2024.
For CY 2024, the roll-out training for barangays shall prioritize the remaining
drug-affected barangays based on the list from the Philippine Drug Enforcement Agency. The DILG Regional Focal Person shall secure the list of drug-affected barangays as of July 2024.

The target participants shall include, but not limited to the following:

Punong Barangay
Two (2) Sanggunian Barangay Members (Chairperson of BADAC Committees)
Executive Officer (Chief Tanod)
BADAC Cluster Leaders

ROLES AND RESPONSIBILITIES

Organize the regional training teams;
Formulate regional implementing guidelines for the roll out trainings, which include the methodologies to be used.
Facilitate the roll-out training for all drug-affected barangays as of June 2024.
Coordinate with Regional PDEA on the list of drug-affected barangays.
Advocate to the barangays the existence of the SICAP-BADAC Training Program and encourage the conduct of the roll-out trainings;
Establish a directory of SICAP-BADAC Trainers, composed of participants during the National Training of Trainers last CY 2021, CY 2022, and of the recently concluded training this CY 2024.
Mobilize the previously organized training teams within their area of jurisdiction, if necessary.

8. Provide technical assistance to the local training teams in the conduct of roll-out training for BADACs.

9. Ensure the establishment of safety measures in the conduct of the roll-

out trainings based on the local situation;

10. Disburse and liquidate sub-allotted funds in accordance with existing

accounting and auditing rules;

11. Through the BADAC Regional Focal Person, submit Regional Monthly

Physical and Financial Accomplishment Reports every 5th day of the

ensuing month by accomplishing the Monitoring Matrix (https://bit.ly/2024SICAP-BADAC_MonitoringReport).

12. Submit Regional Terminal Report to NBOO through the Department’s

Document Management System (DMS) on or before December 15,

2024.
