EO No. 66, series of 2018 states the balanced efforts of the government to strengthen its campaign against prohibited drugs and their precursors through PADS.
Section 5 of the said EO states that the mandate of the Local Government Units (LGUs) to support and implement PADS; hence, various initiatives are to be implemented by the LGUs to attain the objective of the PADS.
To support the commitment of the current administration, the Department launched the BIDA program, the umbrella program for the campaign against illegal drugs. This is geared towards community-based treatment, rehabilitation, education, and reintegration
This policy aims to provide a comprehensive menu of anti-illegal drug programs, projects, and activities (PPAs) that will assist in the revitalization of the anti-illegal drug programs in the LGUs.
This covers all Provinces, Cities, Municipalities, and Barangays, DILG Regional and Field Offices and all others concerned
Policy Content and Guidelines
Active Engagement of the Community
Family Drug Abuse Prevention Program - a community based program focuses on preparing families to protect their members from the adverse effects of drug abuse to be implemented and led by their respected local-ADACs
School Preventive Drug Education Program (PDEP) and National Drug Education Program (NDEP) Policies - ADACs may collaborate with DepEd Regional Offices and Schools Division Offices to provide technical support on curriculum development, program policy advocacy, legislation, and monitoring and evaluation
Parent-Teacher Associations (PTAs) - The conduct of PPAs supporting community development against illegal drug abuse as a joint effort of parents and teacheres is ecnouraged. These may include information campagin, promotion of community engagement, health and wellness, and parent teacher awareness
Sangguniang Kabataan - The SK is tasked to create committees, allocate funds to, and partner with local youth development councils to plan and execute PPAs promoting anti-drug abuse and the role of the youth
Youth Organizations - youth organizations can be encouraged and empowered in their advocacy and implementation of PPAs related to anti-drug use and abuse among the youth in coorindation with the National Youth Commission (NYC), the SK, and the Regional Offices of related National Government Agencies (NGAs)
Religious Sector - to heighten community involvement in mobilizing the support of local stakeholders, interfaith volunteers, and all religious sectors
Private Sector - encouraged such as enacting a Drug Free Workplace Policy, regular mandatory drug testing and offering livelihood programs and skills training to PDLs while serving their time
Civil Society Organizations (CSOs) - partnership with CSOs shall prove an effective means to combat the abuse of illicit drugs, especially among affected communities that are less fortunate and marginalized.

Community Participation - the ADACs shall provide measures that encourage the community and reinforce their efforts
Monitoring
Scope
A. PPAs conducted by the community spearheaded or participated by PTAs, the SK, Youth Organizations, Religious Sector, Private Sector, and CSOs;
B. CBWL Monitoring; and
C. Aftercare programs for and continous monitoring of Rehabilitated Persons Who Use Drugs (RPWUDs)
Composition
Roles and Responsibilities of the PMC
Functions
a. Provide a list and schedule of all PPAs monitored to the stakeholders involved in project monitoring
b. Collect and prepare the reports for information and submission to the next higher level ADAC PMC
c. Prepare and disseminate periodic project monitoring reports on the status of project implementation to the PMC members
d. Determine problems related to the implementation of PPAs and verify the information to be submitted for analysis and action of the local ADAC Chairperson
e. Provide feedback on the remedial actions of follow-up implementation
f. Elevate to the next higher level ADAC issues and problems not resolved at the local ADAC level
g. Submit the LGU BIDA Accomplishment Report monthly via the Anti-Drug Abuse Council-Functionality Monitoring System (ADAC-FMS)
Secretariat Functions
a. Prepare the monitoring and evaluation work program to be undertaken by the monitoring committee during any given fiscal year, which will include the list of the PPAs and implementation schedule based on the submission of implementing agencies
b. Provide the chairperson with information on the projects to be monitored by the PMC
c. Facilitate inter-agency, inter-governmental, and field headquarters coordination, if necessary
Submission of Reports
Monthly Submission
The LGU BIDA Accomplishment Report shall be submitted through the ADAC-FMS every 10th day of each month
Quarterly Submission
Quarterly reports from the P/C/M/BADACs shall be submitted to and consolidated by the DILG Central Office through the PADS-PMO every 15th day of the ensuing quarter
Annual Submission
Quarterly Reports from the P/C/M/BADACs shall be submitted and consolidated by the DILG Central Office through the PADS-PMO every 20th day of January of the ensuing year
