The program aims to reduce drug demand and supply by empowering communities, enjoining them in anti-illegal drugs activities, and raising public awareness of the ill effects of the use of illegal drugs.
The Buhay Ingatan, Droga’y Ayawan (BIDA) Program is a holistic approach to countering the proliferation of illegal and dangerous drugs. It strengthens supply reduction efforts by galvanizing the support of the community, duty-bearers, and other stakeholders in drug use prevention, law enforcement, and rehabilitation. Ultimately, BIDA seeks to improve quality of life and safeguard the Filipino people from criminality and the ill effects of drugs in a manner that is within the framework of the law and with respect for human rights.
Specifically it aims to:
Raise awareness on the ill effects of dangerous drugs through Information, Education, and Communication (IEC);
Promote health and wellness
Strengthen institutions in the implementation of drug supply and demand reduction activities; and
Encourage multi-sectoral participation
Program Pillar 1: Prevention and Health Promotion
It aims to raise awareness on the ill effects of illegal drug use and strengthen partnerships National Government Agencies, Civil Society Organizations and to solicit and engage the participation of the communities in the campaign against illegal drugs .
Program Pillar 2: Law Enforcement
This pillar focuses on scaling up the partnership and collaboration of law enforcement agencies to prevent and eradicate the entry of illegal drugs the country.
Program Pillar 3: Penology, Rehabilitation and Reintegration
Spearheading of various activities that promote health and wellness such as community-based support and reintegration services (i.e. spirituality and reintegration services, aftercare interventions, etc.)
This pillar puts emphasis on the facilitation on the provision of programs on livelihood, skills development, and employment of PWUDs

To be implemented by the LGUs based on the perceived need of the locality:
•Multi-sectoral meetings and conferences
•Declaration of Drug Free Status for LGUs
•Seminars, Webinars, symposiums, and/or for a on drug prevention
•Fun runs, bike runs, caravans, sports fests, concerts/music festivals
•Presentation of graduates of CBDRP and Recovery Wellness Programs
•Showcase of products from rehab facilities
•Showcase of NGA programs and services catered to recovering PWUDs and their families
•Inauguration of Special Drug Education Centers (SDEC) and rehabilitation centers
•Youth-initiated or targeted activities and competitions
•Other similar activities under the banner of BIDA
This initiative aligns with implementing the BIDA Regional Diyalogo/ Usapang BIDA, which aims to enhance partnerships with various stakeholders by addressing their issues and concerns and implementing interventions through securing their commitments and pledges of support.
Regional meeting of BIDA partners and stakeholders (e.g., national government agencies, local government units, the judiciary, inter-faith groups, civil society organizations, and the private sector) on prevalent drug-related concerns in their region.
Grassroots level meeting of BIDA partners and stakeholders from barangays in each province and highly urbanized city on prevalent drug-related concerns in their barangay, municipality, city, or province.

Empowering women’s courage, determination, and unity, alongside underscoring the Department’s participation in the “Buhay Ingatan, Droga’y Ayawan (BIDA) Program,” the Department of the Interior and Local Government (DILG) – 10 held the “Babae Bida Ka-Sportsfest on March 20, 2024, at the Regional Office.
The nationwide anti-illegal drugs advocacy program, Buhay Ingatan, Droga’y Ayaway
(BIDA), underscores the commitment of the Department to combat the proliferation of
illegal drugs in collaboration with Local Government Units (LGUs). Through the Anti-Drug
Abuse Councils (ADACs), the Department aims to enhance coordination and monitoring
of drug-related incidents at the local level.
To ensure the effective implementation of the BIDA Program, the Department has initiated
a system for monitoring LGU BIDA activities. This involves the submission of the LGU
BIDA Monthly Accomplishment Report through the ADAC-FMS (Anti-Drug Abuse
Council - Financial Management System), commencing from April 2024.
