Support to Physical Fitness and Sports Development of Students - Athletes 

Background

1.1. Section 19(1), Article XIV of the 1987 Constitution provides that the State shall promote physical education and encourage sports programs, league competitions, and amateur sports including training for international competition, to foster self-discipline, teamwork and excellence for the development of a healthy and alert citizenry.

1.2. Executive Order No. 63, series of 1993, titled, "Creating the National, Regional, Provincial, City, Municipal, and Barangay Physical Fitness and Sports Development Councils (PFSDCs)" mandates that PFSDCs shall act as the nationwide organizational network to assist the Philippine Sports Commission (PSC) in the planning, information dissemination, actual implementation and monitoring of the National Policy and Program of "Sports for All".

1.3. In support to E.O. No. 63, s., 1993, the DILG issued Memorandum Circular No. 2003-033, reiterating the role of the PFSDCs as the nationwide organizational network to assist the Philippine Sports Commission.

1.4. During the Opening Ceremony of the 2023 Palarong Pambansa on July 31, 2023, the President directed DILG to involve the local government units in encouraging greater school participation in sports competitions and motivating more students to engage in physical activities.

Creation of Physical Fitness and Sports Development Council

All Local Chief Executives are enjoined to:

• Support the physical fitness and sports development of student-athletes;

• Reorganize/reactivate the Physical Fitness and Sports Development Councils (PFSDCs) and ensure that their functions and responsibilities are effectively performed and their programs are effectively implemented at all levels, pursuant to Executive Order No. 63, s., 1993, to be composed of the following:

Provincial Physical Fitness and Sports Development Council (PPFSDC)

Chairperson - Provincial Governor

Vice Chairperson - Provincial Vice Governor

Secretary General - DepEd Division Superintendent

Role of the Chair of PFSDC

• Meet at least once a month, and plan and formulate a blueprint for short, medium, and long term plan for sectoral sports based on the national Five-Year Sports Development Plan 2023-2028, including a well-synchronized year-round calendar of sports activities and competitions culminating in a national PALARONG PAMBANSA;

• Conduct local "Sports Summits" in consultation with other public and private entities concerned to identify and prioritize sports programs and activities in their respective localities and areas of concern, and to monitor, review, and validate such program;

• Oversee and ensure the implementation of the physical fitness and sports program and activities in their respective areas of concern;

• Assist in the identification, recruitment, and training of gifted and talented athletes from their areas to ensure a wide base for the selection of national athletes who will represent the country in international sports competitions;
