Republic Act No. 11463, otherwise known as the "Malasakit Centers Act" is in adherence to the declared policy of the State to improve the delivery of health care services to the people, and ensure access to and efficiency in the process of availing medical and financial assistance to fund health services.
The Malasakit Centers Act and its Implementing Rules and Regulations provide guidelines to aid in achieving the goals of adopting a multi-sectoral approach in addressing health issues and affirming the essential and the indivisible linkage between health and social services, ensuring that patients experience compassion, empathy, respect and dignity in availing health services and the provision of medical and financial assistance through the Malasakit Centers.
To increase the awareness of the general public and to promote the Malasakit Centers, the National Government, through the relevant agencies, developed information/advocacy materials, such as posters and banners, to guide the beneficiaries on how to avail the health and social services especially during the COVID-19 pandemic.
Role of Punong Barangays
Advocate the access to Malasakit Centers.
Print the information/advocacy materials, which can be accessed through bit.ly/posters_malasakit_centers_act.
Post and hang the materials in conspicuous places within their respective jurisdiction, in the barangay hall, public market or talipapa, terminals and in other public places/facilities.
Organize advocacy activities to increase the awareness of the community and to inform them on how they can easily access the health services of the government.
Role of City / Municipal Mayors
Advocate the access to Malasakit Centers.
Provide assistance to component barangays in the printing of posters and banners.
Support the initiatives of the barangays in the conduct of advocacy activities.
Post and/or hang posters and banners within the City/Municipal Hall.
Ensure and monitor the compliance of the barangays with this Circular.
May establish a Malasakit Centers in accordance with the standards and criteria as provided for under Section 6 (f) of the Act.
Coordinate with the Department of Health in the establishment of the Malasakit Centers.
Role of Provincial Governors
Advocate the access to Malasakit Centers.
Provide necessary assistance to barangays, through the component city/municipality, in the printing of posters and banners
Support the conduct of advocacy activities by the component LGUs.
Post and/or hang posters and banners within the Provincial Hall.
Role of DILG
Ensure the immediate and widest dissemination of this Circular within their respective jurisdiction.
Monitor the compliance of the concerned LGUs with this Circular.
Submit Regional Monitoring Report on the compliance of the barangays, to the Office of the Undersigned through NBOO for monitoring purposes, not later than January 30, 2022, and every year thereafter.
