Establishment and Operations of Local Governance Transition Teams

Memorandum Circular 2025-016 or the "Establishment and Operations of Local Governance Transition Teams" defines and outlines the transition process for local government units (LGUs) to ensure and facilitate an orderly transfer of responsibilities and uphold service continuity following to local elections, thereby minimizing disruptions and providing clarity for both outgoing, and incoming officials. 

Composition of Local Governance Transition Team

The composition of the team shall be the current holders of the following positions, prior to the local election, except the representatives from the DILG, and the accredited Civil Society Organization/ People's Organization (PO) who shall be the holder of such position/authority at any given time during the transition process:

• Chairperson - Local Chief Executive 

• Vice Chairperson - Elected by a simple majority from among the members

• Members - All Department Heads 

  • DILG Representative: 

- Provincial Director for Provincial Governments

- DILG City Director or City Local Government Operations Officer for City Governments

- DILG Municipal Local Government Operations Officer for Municipal Governments 

• Secretary of the Local Sanggunian

• At least one (1) representative from an accredited Civil Society Organization (CSO) or People's Organization (PO)

Update

All newly-elected officials are reminded to submit their SOCES to the COMELEC in accordance with applicable comelec rules and regulations.

Further, all concerned newly-elected officials are directed to submit on or before noon of June 30, 2025 the certificate of submission issued by the COMELEC  evidencing their filing of their SOCE. submission shall be made to the concerned DILG office, as follows: 

• DILG Provincial Director – governors, vice-governors, sangguniang panlalawigan members

• City Director/CLGOOs – city mayors, city vice-mayors, sangguniang panlungsod members 

• MLGOOs – municipal mayors, municipal vice-mayors, sangguniang bayan members
