The duties and responsibilities of the Liga ng mga Barangay Chapter Presidents, LGU officials and DILG officers are important for the successful implementation of the First Time Jobseekers Assistance Act. Monitoring reports on the availees/beneficiaries of the law had been required starting November 2020.
The First Time Jobseekers Assistance Act aims to promote full employment and equality of gainful work and opportunities for Filipino citizens by expanding accessibility to government services on the one hand and providing incentives to improve access to employment on the other.
It also aims to empower Filipinos seeking employment for the first time. As such, the fees of common pre-employment documents issued by signatory government agencies are waived to help first time jobseekers across these documents more easily.
Provides for the implementing rules and regulations of the First Time Jobseekers Act, was signed on July 11, 2019. The effectivity of the Implementing Rules and Regulations was on October 25, 2019.
Pursuant to JMC No. 001, Series of 2019, DILG Memorandum Circular No. 2020-128 was issued on September 30, 2020 enumerating the duties and responsibilities of the Liga ng mga Barangay Chapter Presidents, LGU officials and DILG officers concerned in the issuance of Barangay Certification to the qualified First Time Jobseekers pursuant to RA No. 11261. It also provides for the submission of the required reports starting December 2020 to cover the month of November 2020. Succeeding reports shall be submitted on the following schedule:
Barangay Roster of Beneficiaries/Availees Form (Annex C) to be submitted to the City/Municipal PESO and C/MLGOO: NLT seven (7) working days of the ensuing month;
Monthly Summary of Availees/Beneficiaries Form (Annex C-1) to be submitted to the City/Municipal PESO and DILG City/Municipal Office: NLT seven (7) working days of the ensuing month;
Monthly City/Municipal Consolidated Summary of Availees/ Beneficiaries Form (Annex D) to be submitted to the DILG Provincial Office in the case of the component city/municipality or to the DILG Regional Office in the case of HUCs: NLT 20th day of the ensuing month;
Monthly Provincial Consolidated Summary of Availees/ Beneficiaries Form (Annex E) to be submitted to the DILG Regional Office: NLT 25th day of the ensuing month; and
Monthly Regional Consolidated Summary of Availees/ Beneficiaries (Annex E) to be submitted to NBOO, DILG Central Office: NLT 30th day of the ensuing month.
