African Swine Fever (ASF) cases in the Philippines, which affect pigs and wild boars, are rapidly spreading. As a response, all DILG Field Offices are mandated to encourage all local governing authorities in their jurisdictions to take steps to prevent the spread of ASF.
The implementation of ASF outbreak containment measures is mandated by the DILG Advisory on Measures to Control the Spread of African Swine Fever (ASF), dated September 25, 2019, for all local governmental bodies within their jurisdiction.
The reports received by this department reveal the increasing presence of ambulant meat peddlers and vendors in barangays and public markets operating without proper storage and sanitation practices, thereby creating potential health hazards. Although these activities offer sources of livelihood, they also disrupt regulated market operations and jeopardize food safety standards.
In accordance with the Local Government Code of 1991, which empowers LGUs to regulate local economic activities, city and municipal mayors are hereby advised to:
1. Enact ordinances providing for the appointment or designation of Local Meat Inspection Officers (LMIOs) to be deputized by the NMIS. These officers shall conduct ante-mortem and post-mortem inspections and issue certificates confirming that the inspected meat is safe and properly handled.
2. Prescribe local regulatory measures covering special business and vending permits for small-scale and ambulant vendors, integrating provisions on hygiene, inspection, and sanitation in coordination with barangays, law enforcement units, and the local health office.
3. Strengthen barangay participation in vetting vendor applications, monitoring market operations, and ensuring compliance with ordinances and health standards.
4. Provide capacity-building programs for vendors on food safety, sanitation, and proper handling practices.
5. Establish a local inter-agency council to coordinate enforcement and ensure protection and compliance of registered ambulant vendors with local and national regulations.
Relative thereto, all LGUs are highly encouraged to adopt these measures to ensure the safety of meat and meat products and to align with ongoing efforts to prevent the spread of animal diseases such as African Swine Fever (ASF).
