Section 3 of Republic Act (RA) No. 11468 provides that every third Sunday of November each year is declared as the "National Day of Remembrance for Road Crash Victims, Survivors, and Their Families."
Among the responsibilities of every local government uni is to ensure compliance with the law and its implementing Rules and Regulations (IRR). Consistent thereto and to the delegated powers of general supervision, all LGUs are hereby enjoined to conduct the following activities such as, but not limited to:
Organizing Commemorative Activities: every third Sunday of November, LGUs shall organize and hold commemorative activities such as wreath-laying ceremonies, candlelight vigils, solidarity marches, and special assemblies to honor victims, survivors, and their families
Memorials and Public Awareness: LGUs are encouraged to establish memorials and tributes in strategic public spaces to honor those affected by road crashes and raise public awareness about road safety; LGUs can also organize and participate in public awareness campaigns, solidarity marches, and road safety programs
Supporting Victims and Survivors: in collaboration with the Department of Health (DOH), Philippine Blood Center (PBC), Philippine Red Cross (PRC), and other organizations, LGUs can organize special blood donation drives, and also grant recognitions to individuals and organizations who have played a vital role in supporting victims, survivors, and their families
Promoting Inter-Faith Observance and Information Sharing: LGUs are encouraged to hold inter-faith and inter-religious commemorations within local government offices and police stations; and, they actively disseminate information regarding the National Day of Remembrance and road safety through their websites and social media platforms
Flag-Raising Ceremony and Advocacy Platform: consistent with the IRR, LGUs shall dedicate the flag-raising ceremony on the day or week following the National Day of Remembrance to road crash victims, survivors, and their families; the ceremony can also serve as a platform for bereaved or affected employees to advocate for road safety measures.
LGUs are directed to submit annual reports, not later than the last working day of each year, to the Bureau of Local Supervision (BLGS), through appropriate channels, relative to the compliance thereto.
