NMYL is a league of competent, pro-active and ethical leaders believing in the capacity of the youth to effect change in achieving prosperity through good governance, innovations and sustainable development.
Regular Members. All elected and appointed vice governors, vice mayors, board members and councilors who are 40 years old and below at the time of the last and immediately preceding local elections or the time of their appointment shall be qualified to become regular members of the NMYL. Regular membership in the organization shall be co-terminus with their tenure as vice governors, vice mayors, provincial board, city and municipal council members.
Ex-Officio Members. All duly elected Presidents of the different Pambayan, Panlungsod at Panlalawigang Pederasyon ng Sangguniang Kabataan and ABC Presidents of the different Pambayan, Panlungsod at Panlalawigang Association of Barangay Captains who are 40 years old and below at the time of their election to office, shall be qualified for membership to NMYL upon payment of the required membership fee. Their membership in the organization shall
likewise be co-terminus with their tenure of office.
Associate Members. Associate members are those formerly categorized as NMYL regular or ex-officio members but have already gone beyond the age of 40 years old at the time of the last and immediately preceding local elections or at the time of their appointment. Associate members are required to submit to the NMYL National Office the NMYL Associate Membership Form and pay the NMYL term dues.
Honorary Members. All regular, ex-officio and associate members who have subsequently been elected or assumed positions as governors, mayors, or elected as Senators or Members of the House of Representatives, or appointed to the Cabinet or head or associate head of any Commission or Bureau, including those who have gone beyond the age of 40 at the time of the last election, shall ipso facto be considered Honorary Members unless they submit in writing their intent to discontinue their membership.
To organize and consolidate local young legislators nationwide to advance the interest of our youth in particular and the people in general.
To promote and work for the legislative measures pushing for the rights and interests of our youth.
To work for a clean, hone,st and service-oriented government.
To foster unity and cooperation among all the local government leagues, national youth organizations, non-government organizations and international youth organizations, people’s organizations, and other related institutions for local autonomy and development and youth empowerment.
To provide a cohesive force that will embody the sentiments and aspirations of the members.
To serve as a forum of discussion and feedback mechanism on policies affecting local government units and the youth sector.
To encourage people’s participation in local government administration in order to promote united and concerted action for the attainment of countrywide development goals.
To serve as a forum for crystallizing and expressing ideas and articulating the stand and position of the league on important national issues, seeking the necessary assistance of the national government, and providing the private sector, non-governmental organizations, people’s organizations, and the academe avenues of cooperation in the promotion of the welfare of the young legislators.
To ensure proper and efficient organizational and structural mechanisms to realize the league’s programs and objectives.
To encourage all its members to participate in capability-building seminars, conventions, and congresses initiated by the league itself, other leagues, and international organizations and share their experiences gained and learned from it with the league as well as to the LGUs.
To inculcate in each and every member their rights and duties, and instill friendship and camaraderie among themselves.
The NMYL shall have a democratic structure to ensure democratic processes within the organization.
The National Assembly. It shall be composed of all officers and members and shall be the highest policy – making body of the organization. It shall be convened once a year during its annual/national congress. Special sessions of the National Assembly may be called in accordance with the provisions of this Constitution and By-Laws. The National Council shall decide the date, time and venue of the National Assembly.
The National Council. It shall be composed of all the duly elected National Executive Committee, Regional Chairpersons, and Ex-Officio members. For this purpose, the Ex-Officio members shall pertain to those members of the NMYL who shall be tasked to hold appointive positions to the standing committees and other committees of great importance to the organization. They shall be nominated1 by the National President and shall be subject to concurrence by the National Executive Committee. The National Council shall be the highest policy–making body of the organization in the absence of the National Assembly. The National Council shall be headed by the duly elected National Chairman2 . It shall be convened at least once every quarter. Special sessions of the National Council may be called in accordance with the provisions of this Constitution and By-laws.
The National Executive Committee. It shall be composed of the National Chairman, National Vice Chairman3, National President, National Executive Vice President, five (5) Vice Presidents (Luzon, Visayas, Mindanao and NCR) who shall be elected by their respective Regional Assemblies and the Vice President for Sangguniang Kabataan4, National Secretary General, National Deputy Secretary General, National Treasurer, National Assistant Treasurer, two (2) National Auditors, two (2) National Public Relations Officers, and (3) Legal Affairs Officers who shall be members of the Integrated Bar of the Philippines in good standing, one for every major island groups (Luzon, Visayas and Mindanao) who are to be appointed by the National President subject to the concurrence of the National Executive Committee. The NEC shall be responsible for the implementation of programs and resolutions of the organization. It shall convene as often as necessary upon the call of the National President or one-third (1/3) of its members. The NEC shall be headed by the duly elected National President.
The Regional Assembly. It shall be composed of all the members within the particular region and shall be the highest policy making body at the regional level. It shall meet at least once a year during the Island Congress at the place and time to be determined by the National Executive Committee. Special meetings may be called by the Chairperson upon the recommendation of the Regional Executive Committee as the need arises. The functions and responsibilities of the Regional Assembly as well as the Regional Executive Committee shall be in accordance with the guidelines to be issued by the National Council.

It shall be composed of the Chairperson, Vice- Chairperson, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Auditor, Public Relations Officer, Board of Directors provided it shall not exceed Nine (9) and such other positions as may be deemed necessary by the Regional Assembly. The Officers of the Regional Executive Committee shall be elected according to their regional and administrative subdivisions or territorial boundaries. It shall be the highest policy-making body at the regional level in the absence of the Regional Assembly. It shall be responsible for the implementation of programs and resolutions arrived at by the organization at the regional level. It shall meet at least twice a year. Special meetings may be called by the Chairperson as the need arises.
The Provincial Assembly. It shall be composed of all the members within a particular province and shall be the highest policy-making body at the provincial level. It shall meet at least twice a year. Special meetings may be called by the Provincial Chairperson upon the recommendation of the Provincial Executive Committee as the need arises. The functions and responsibilities of the Provincial Assembly as well as the Provincial Executive Committee shall be in accordance with the guidelines to be issued by the National Council.

It shall be composed of the Chairperson, Vice-Chairperson, Secretary, Assistant Secretary, Treasurer, Assistant Treasurer, Auditor, Public Relations Officer, Board of Directors provided it shall not exceed Nine (9) and such other positions as may be deemed necessary by the Provincial Assembly. The Officers of the Provincial Executive Committee shall be elected according to their provincial subdivisions or territorial boundaries. It shall be the highest policy-making body of the provincial level in the absence of the Provincial Assembly. It shall be responsible for the implementation of programs and resolutions arrived at by the organization at the provincial level. It shall meet at least once every quarter. Special meetings may be called by the Chairperson from time to time.
City/Municipal Caucus. It shall be a consultative mechanism among members in a given city/municipality. Its proposals and resolutions are recommendatory in nature and shall only be decided upon at the provincial level. Provincial board members and/or vice-governors who are NMYL members are required to sit in a city/municipal caucus under his/her territorial jurisdiction.
Term of Office. All officers, elected and appointed, shall assume their office immediately after they have been proclaimed or appointed and took their oath of office and for a period of three (3) years or until their successors shall have been duly elected and qualified, unless sooner removed from office for just cause or have died, resigned, or permanently incapacitated, which shall be co-terminus with their respective terms of office as local government officials and shall continue to hold office regardless of changes in leadership in the local and national levels. Any officer of the NMYL whether Provincial, Regional or National, who shall lose in an election; removed from office for just cause; or have died, resigned, or permanently incapacitated, shall automatically cease as an officer. Any officer in any level who have been re-elected and qualified shall continue to hold such position on hold-over capacity until such time their successors shall have been duly elected and qualified.
Decisions. The following shall guide the decision-making processes in the organization:
The rule of a simple majority shall be the basis of decisions to be arrived at all levels.
A motion for reconsideration, in order to be granted shall, likewise, require a simple majority vote.
Meetings. The following shall serve as guides to organizational meetings.
Meetings to be held other than the regular ones specified earlier in this Constitution and By-Laws may be classified as special meetings or emergency meetings.
In addition to the above-mentioned provisions, special or emergency meetings may be called by one-third of the members of the organizational body concerned.
The National Executive Committee, by a majority vote of all its members, can call for special meetings of either the National Council or the National Assembly.
The quorum of the League during assemblies and meetings shall be as follows:
For the National Assembly and Election of National Officers, the presence of at least 51% of the duly registered members of good standing shall constitute a quorum.
For the National Executive Committee and National Council Meetings, the presence of at least eight (8) officers shall constitute a quorum.
For the Regional Assembly and election of the Regional Executive Committee, the presence of at least 51% of the duly registered members of good standing and majority of the Provinces comprising the Region shall constitute a quorum.
For the Provincial Assembly and election of the Provincial Executive Committee, the presence of at least 51% of the duly registered members of good standing, shall constitute a quorum.
Island Congress. There shall be an Island Congress to be held successively in the geographical areas of Luzon, Visayas and Mindanao, to be attended by the members from within the said islands. The purpose of the Island Congress is to convene the Regional Assembly within the island for policy-determining and capability building seminars to strengthen their tasks as local legislators. Any member who would like to attend the Island Congress but does not belong to the Island conducting the Congress may also be allowed to participate for this purpose. National Council Officers are encouraged to attend the Island Congress. The date, time and venue of the Congress shall be decided by the National Council upon consultation with the different Regional and Provincial Chairpersons within the island.
Order of Succession in the National Executive Committee. When permanent vacancies occurs in the National Executive Committee on the grounds of removal from office for just cause or those who died, resigned, or permanently incapacitated or lost in an election, the following provisions shall be observed in filling up the vacancies, to serve only the unexpired term:
When the vacancy is for the position of the National Chairman, the National Vice Chairman shall succeed. In case of vacancy on the position of the National Chairman and/or Vice Chairman, the successor shall be nominated by the National President from among the members of the NEC, subject to the confirmation of the National Council.
When the vacancy is for the position of National President, the National Executive Vice President or any other nationally elected officer shall automatically assume the Office of the National President without need of confirmation or further action from the National Council. The same rule applies to all other vacancies in the NEC. If the successor refuses to assume the higher position, the vacancy shall be filled by nomination of the National President from any other officer of the NEC, or the National Council in case no other NEC officer is available or willing to assume the said position.7 Officers elected by group (VP for Luzon, Visayas, Mindanao, NCR and SK) cannot succeed to any vacancy in any national office.
When the vacancy is for the position of Island Vice President: Vice Presidents for NCR, Luzon, Visayas and Mindanao, the successor shall be appointed by the NEC from among the Regional Chairpersons within the specific island group.
When the vacancy is to all other positions, the Provincial or Regional Executive Committee as the case may be, shall recommend from among themselves and the National President shall appoint and confirm the same. 9
Order of Succession in the Provincial and Regional Executive Committee. When permanent vacancies in the Provincial and/or Regional Executive Committee occurs, the following provisions shall be observed in the filling up of vacancies, to serve only the unexpired term:
When the vacancy is for the Regional/Provincial Chairperson, the Vice Chairperson shall assume the office upon confirmation by the National President.
When the vacancy is for the position other than the Regional/Provincial Chairperson e.g. (Vice Chairperson, Secretary General, Assistant Secretary General, Treasurer, Assistant Treasurer, Auditors, PROs, Board of Directors), the provincial/regional officer next in line shall assume the vacant provincial/regional office upon confirmation by the National President.
