The Elective Local Official Profiling Database System (ELOPDS) is an advanced, web-based application designed to streamline the management of information related to local government officials across the country. This system serves as a centralized platform to create, store, and regularly update comprehensive data profiles of elective and appointed officials across provinces, cities, and municipalities nationwide.

This Memorandum Circular is issued to ensure the timely and accurate completion of the ELOPDS by all incoming and re-elected local government officials for the term 2025-2028.
The information and reports generated from the ELOPDS will serve as basis for the DILG in developing and implementing necessary and appropriate programs and projects for local government units.
Additionally, the database will be used as reference for issuing certifications on services rendered, which are essential for the eligibility and recognition of local elective officials.

This Memorandum Circular covers all DILG Regional Directors, Regional Information Technology Officers and ELOPDS Administrators, Provincial Directors, City/Municipal Local Government Operations Officers (CLGOOs/MLGOOs), Local Elective Officials, and Human Resource Management Officers (HRMOs) in all provinces, cities, and municipalities.

4.1 Accomplishment and Submission of the Elective Local Official Personal Data Sheet (ELOPDS) Form.
4.1.1 All elective local officials are requested to fully accomplish the prescribed Elective Local Official Personal Data Sheet (ELOPDS) form using the prescribed form (Annex A). The deadline for submission of the ELOPDS Form to the respective Human Resource Management Officers (HRMOs) in each LGU shall be August 1, 2025
4.1.2 HRMOs are tasked to collect the ELOPDS Forms from all elective local officials, ensuring that Part VIII, Consent, of the said form is properly discussed with the local elective official.
4.1.3 Upon collection, HRMOs are to submit the ELOPDS Forms to the following DILG officers through a sealed and secure envelope:
4.1.3.1 DILG City/Municipal Local Government Operations Officers (CLGOOIMLGOO)—for mayors of independent component cities (ICCs), component cities, and municipalities; and Sangguniang Panlungsod/Sangguniang Bayan Members.
4.1.3.2 DILG Provincial/City Directors - for provincial governors, mayors of highly urbanized cities (HUCs), and sangguniang panlalawigan/panlungsod members.
4.1.4 The regional/provincial/city directors and city/municipality local government operations officers must ensure that all elective local officials complete the required data privacy consent forms, affirming their consent to the processing of their personal and sensitive information by the DILG for the purposes outlined in this memorandum circular.
4.1.5 DILG officers, HRMOs, and others concerned are reminded to uphold data privacy and security of the ELOPDS Forms pursuant to Republic Act No. 10173, otherwise known as the "Data Privacy Act of 2012. The following measures are to be observed:
4.1.5.1 Secure Handling and Transmission: HRMOs must ensure that all ELOPDS Forms are securely handled and transmitted to the CLGOO/MLGOO and Provincial/ City Directors;
4.1.5.2 Restricted Access and Data Processing: Access to the ELOPDS Forms should be strictly limited to authorized personnel, with its use aligned solely with its intended purpose; and
4.1.5.3 Storage and Disposal Protocols: Proper protocols are to be
established for the secure storage and disposal of the ELOPDS Forms, whether in physical or electronic form, guided by the LGU Data Privacy Manual, if available.
4.2 Roles and Responsibilities in Data Encoding and Submission: The DILG shall be responsible for the encoding and submission of ELOPDS Forms in the Elective Local Official Profiling Database System which can be accessed thru https://elopd.dilg.gov.ph. Specifically:
4.2.1 City Director/CLGOO/MLGOO
• Encode the data from the submitted ELOPDS forms of all officials in their respective cities or municipalities; and
• Submit the encoded data for approval by the provincial director, in the case of component cities and municipalities, or regional director, in the case of HUCs/lCCs.
4.2.2 Provincial Director
• Review and approve the submitted data from all component cities and municipalities within the province; and
• Encode and submit the data of provincial local elective officials to the DILG Regional Office for approval.
4.2.3 Regional Director
• Review and approve the submissions from all local government units and special geographic areas (SPGs) within the region.
4.3 The deadline of complete encoding shall be on September 30, 2025

All DILG regional and provincial directors are directed to closely monitor compliance with the ELOPDS submission process and ensure that all data encoding and approvals are completed within the prescribed deadlines. Any issues or delays must be immediately reported to the DILG Central Office for appropriate action.
