Republic Act No. 7160, otherwise known as the Local Government Code of 1991 provides for the mechanisms to engage the participation of the Civil Society Organizations (CSOs)/Non-Government Organizations (NGOs)' to become active partners in local governance, including the accreditation and representation of these organizations in the Barangay-Based institutions (BBls).
At the community level, the barangay serves as the primary planning and implementing unit of government policies, plans, programs, projects and activities (PPAs) in the community. This is made possible through different committees, councils or boards, or simply, the mechanisms that create a multi- sectoral relationship with the people.
The Department, on the bases of existing laws and executive orders, issued Circulars which provides mechanisms to guide the barangay officials and functionaries on the establishment, organization and creation of the Barangay-Based Institutions (BBls)
that play vital roles in the overall development of the barangay.
To name a few, some of the BBIs that were established are : Barangay Development Council (BDC), Barangay Anti-Drug Abuse Council (BADAC), Barangay Disaster Risk Reduction Management Council (BDRRMC), Barangay Health Emergency Response Teams (BHERT), Barangay Peace and Order Committee (BPOC), Barangay Ecological Solid Waste Management Committee (BESWMC) and Barangay Council for the Protection of Children (BCC), among others, that require people participation and engagement to become active partners in the pursuit of local autonomy.
With the foregoing, DILG issued Memorandum Circular No. 2018-146 dated August 31, 2018, which aims to remind the Punong Barangays and the members of the Sangguniang Barangay of their mandated functions in the conduct of accreditation and continuous accreditation of CSOs/NGOs and provides for the procedures on the accreditation process and the selection of the representatives to sit as members of BBIs from the BB-CSOs/NGOs that render services at the barangay level.
A. The SB through PB shall
Ensure participation of all CSOs/NGOs by undertaking information campaign
Disseminate notice of call for application and accreditation
Post notice in 3 CPs within barangay premises
Send out invitations to NGOs
Provide all interested NGOs with application forms
Accept all accreditation forms without cost
B. SB thru the secretary prepare a list or directory of participating CSO/NGOs which shall serve as one of the source documents for the issuance of Certificate of Accreditation, it should contain :
Name of organization
Contact information of head
Services offered
Communities served
Affiliations
Registration information
C. For applicant CSOs :
Submit a Letter of application
Accomplish the Application for Accreditation Form (AAF)
Submit the accomplished AAF to the SB thought the Barangay Secretary
Comply with other requirements which may include :
Certificate of Registration issued by SEC or other concerned agency
List of officers and members
Annual Accomplishment Report for the immediately preceding year, if available
Financial statement of the immediately preceding year at the minimum signed by officers indicating source of funds, if any
Other applicable requirements or documents in addition to or in lieu of the above
Failure to comply with requirements may cause denial of application, but may resubmit.
SB shall
1. Enact an ordinance securing additional references if necessary
2. Set the day for the conduct of the assessment and evaluation of the application for accreditation
3. Conduct of assessment and evaluation of the accomplished AAF and the documentary requirements submitted by the CSO/NGOs
4. Directly barangay secretary to document assessment and evaluation process
After the assessment and evaluation of the applications for accreditation, the Sangguniang Barangay, through the Punong Barangay, shall undertake the following:
1. Notify, in writing all participating CSOs/NGOs on the status of their respective application for accreditation.
2. As much as practicable, accredit one CSO/NGO per sector. Accrediting more than one CSO/NGO per sector may be allowed in barangays with a limited number of CSO/NGO applicants.
3. The CSOs/NGOs may identify the BBI that they want to render their services or sit as members, subject to the approval of the Sangguniang Barangay.
4. Issue a Certificate of Accreditation to CSOs/NGOs, indicating therein the concerned BBI to be represented.
A. Punong Barangay/Sangguniang Barangay:
1. Require the accredited CSOs/NGOs to submit the names of their principal and alternate representatives who shall sit as members of the concerned BBIs. More than one representative per CSO/NGO in BBI may be allowed in barangays with limited number of accredited CSOs/NGOs, upon approval by the Sangguniang Barangay.
2. Ensure CSO/NGO representation/membership in BBIs.
3. Issue an Executive Order on the constitution/reconstitution of BBIs to include the representatives of the newly accredited CSOs/NGOs.
4. Direct the Barangay Secretary to maintain a list/directory of all accredited and unaccredited CSOs/NGOs and the names of the principal and alternate representatives of the CSO/NGO in BBI.
B. Accredited CSOs/NGOs
1. Upon receipt of the Certificate of Accreditation, the Head of CSO/NGO shall convene the officers and members to choose or elect from among themselves the principal and alternate representatives to the concerned BBI or BBIs.
2. Formulate a resolution or a similar communication and submit to the Punong Barangay the name/s of the CSO/NGO representative/s to the BBI/s concerned,
principal and alternate, within fifteen (15) days from
receipt of the Certificate of Accreditation or on a date as prescribed by the barangay,
signed by the majority of the officers of the concerned
CSO/NGO. The members of the concerned CSO/NGO may also affix their signatures in the resolution or similar communication.
3. Be an active partner of the barangay government in the implementation of PPAs and foster a strong working relationship leading towards the achievement of good barangay governance.
After the completion of the selection process, the Punong Barangay/Sangguniang Barangay are enjoined to:
1. Call for a joint BBIs' organizational meeting.
2. Invite and ensure attendance of the barangay officials and CSO/NGO
members/representatives to the BBIs.
3. Introduce the representatives of the newly accredited NGOs.
4. Discuss the roles and functions of the BBIs.
5. Present the project, activities and schedules of the concerned BBIs. Previous accomplishments of the BBIs and other related agenda items/topics may also
