Pursuant to the Joint Administrative Order (JAO) No. 2020-0001, jointly issued by this Department, Department of Health (DOH), Department of Transportation (DOTr), and Department of Public Works and Highways (DPWH), the Interagency Technical Working Group for Active Transport (IATWG-AT) was established to oversee the implementation of the proper use and promotion of active transport during and after the COVID-19 Pandemic.
The 2025 NBDAR aims to:
As part of the national campaign towards a more sustainable and inclusive transport system, the IATWG-AT launched the National Bike Day Awards and Recognition (NBDAR)
To recognize the achievements and innovative practices of Local Government Units (LGUS) in developing bike lanes and promoting active transportation.
The initiative aims to encourage the continuous establishment of active transport infrastructure and institutionalize active mobility through local policies and programs.
The nomination for the awards shall be open to all LGUs with existing or ongoing active transportation infrastructure policies, programs, projects, and activities (PPAs). However, LGUs that have been declared top performers for two (2) consecutive years shall not be eligible for consideration in the current year of awarding.

Road safety and compliance with standards will be based on the presence of traffic calming measures and safe intersection or conflict area design in all classes and as well as of each bike lane classes.

Outstanding Active Transport Initiative Award
The IATWG-AT will evaluate the LGU's for the Outstanding Active Transport Initiative Awards based on two sub categories (1) Infrastructure Initiative Award, and (2) Non- infrastructure Initiative Award.

2. Active Transport Infrastructure Initiative
Parameters
Description
Attractiveness
Active transport infrastructure should be safe and attractive to surroundings that help deliver well-designed public spaces. The attractiveness of a cycleway facility relates both to the perceived safety and the quality of infrastructure, including the aesthetics of the surrounding environment.
Criteria: support for the system, attractiveness of the environment, perception of social safety, system attractiveness
Cohesion
Active transport infrastructure must enable bicycle riders to reach their destinations easily via routes connected across the network. Bicycle riders should have the assurance that there will be high-quality cycling routes between all their origins and destinations and between different modes of transport across their journey.
Criteria: continuity of routes, consistent quality of routes and facilities, ease to follow, freedom of choice of routes
Comfort
Active transport infrastructure must ensure that riders of all ages and abilities can ride at a comfortable speed. Comfortable cycling conditions require routes separated from motorized vehicles and pedestrians with high-quality, well-maintained, and smooth surfaces, and free from motorized vehicles.
Criteria: smoothness of the ride, comfortable gradient, minimized obstruction from vehicles, reduced need to stop, number of stops, protection from adverse climate
Directness
Active transport infrastructure should provide cyclists (and pedestrians as well) with the most direct route. Measured in both time (effort), and distance, direct routes should provide bicycle riders with the shortest and fastest way of travelling from place to place and make cycling an attractive alternative to driving or even public transport, particularly for local journeys.
Criteria: efficient operating speed, delay time, detour factor
Safety
Ensure bicycle riders and other road users have safe facilities. Cycling infrastructure must be safe and perceived as safe so that people of all ages and abilities feel comfortable using the facilities.
Criteria: minimum risk of an accident on the route, minimum risk of conflict with car traffic, minimum risk of unsafe infrastructure
3. Active Transport Non-Infrastructure Initiative

Description
Relevance and Responsiveness
Active transport non-infrastructure initiatives must address Responsiveness the actual needs and challenges of active mobility in the community. They should demonstrate that the initiative is grounded in local conditions and seeks to make walking and cycling safer, more inclusive, and more viable for everyday use.
Criteria: alignment with community needs, responsiveness to equity and accessibility, relevance to active transport priorities.
Effectiveness and Impact
Active transport non-infrastructure initiatives should show Impact evidence of results or clear pathways to measurable outcomes. They must contribute to increasing awareness, improving safety, encouraging mode shift, or strengthening policy institutional support for active transport.
Criteria: demonstrable outcomes, evidence of behavior change, measurable reach, monitoring and evaluation mechanisms.
Innovation and Creativity
Active transport non-infrastructure initiatives should introduce creative, resourceful, or pioneering approaches to promote walking and cycling. They must show originality or apply new tools, methods, or strategies that make active transport attractive, engaging, and practical.
Criteria: originality of approach, resourcefulness, cultural and contextual appropriateness, novelty in execution.
Stakeholder Engagement and Participation
Active transport non-infrastructure initiatives must and meaningfully involve stakeholders across different sectors and social groups. They should promote inclusivity and collaboration, ensuring that communities, schools, civil society, private sector, and vulnerable groups are part of shaping and sustaining the initiative.
Criteria: breadth of stakeholder involvement, inclusivity, quality of participation, presence of feedback and co-creation
mechanisms.
Sustainability and Replicability
Active transport non-infrastructure initiatives should demonstrate potential for long-term continuity and the ability. to be adapted by other LGUs. They must be backed by policies, institutional support, or budget allocation, and provide lessons or models that other localities can adopt.
Criteria: long-term continuity, policy or institutional support, scalability, replicability in other contexts.
4. Required Documents
Background Profile of Bike Lane Network and Active Transport Policy Initiatives
This section shall be composed of: (a) A brief background of the LGU; (b) Current issues and concerns in road safety and active transportation (it is suggested for LGUs to include a summary report on, but not limited to, the following aspects: road hazards, crash incidents, fatalities related to cycling, etc.); (c) List of related policies and/or policy initiatives on active transportation; and (d) Documentation of active transport-related programs, projects, and activities (PPAs)
Bike Lane Network/s
This section shall include the following: (a) A narrative on the planning procedures; (b) Bike lane layouts and designs (may cite references/guidelines); and (c) A report on the bike lane network coverage (it is recommended that emphasis be given to the following aspects: total length of the bike lane network/s using the metric system; facilities served; the timeline of implementation and/or completion; as well as target beneficiaries).
Other Data and Information
LGUS shall affix other pertinent information such as, but not limited to: (a) Geographic information system (GIS) data of their bike lane network/s in shapefile/KMZ/KML format; (b) Contact details for focal person/office; (c) Comprehensive Land Use Plan (CLUP); (d) Comprehensive Development Plan (CDP); (e) Local Public Transport Route Plan (LPTRP); and (f) Annual Investment Program.
5. Submission of Entries
Interested LGUs are to use the required template accessible through the link: https://bit.ly/2025NBDARTem
Filled-out templates of documents must be submitted to the Bureau of Local Government Supervision (BLGS) through the LGU's respective DILG Regional Offices.
Attachments for means of verification (MOVS) may be uploaded via Google Drive and then sent to the electronic mail address: manilabay@dilg.gov.ph using the subject [Bike Lanes Awards Documents, (name of LGU), (name of region)].
Qualified LGU candidates are selected, and endorsed to the IATWG, based solely on the completeness of their submissions, and compliance to the use of required forms. The IATWG shall then evaluate the substance of said submissions. Only LGU submissions with complete documents and attachments, following the aforementioned format, qualify for national evaluation. Failure to comply with the same shall be grounds for the LGU's disqualification.

The top three (3) LGUs per cluster for each category shall receive a plaque of recognition and be declared as the Gold, Silver, and Bronze awardees, respectively, provided further that the LGU's overall score percentage must at least reach the passing score equivalent to 60%
Special awards may be given to LGUS that have shown exemplary performance, showed best practices, and innovative interventions in select aspects of program implementation.
7. Schedule of Activities and Deadline of Submission
All interested LGUs shall be guided by the schedule of the activities mentioned below. Aside from the LGU awards, LGUs, civil service organizations, and individuals are invited to join the 2025 National Bike Day activities to be held on November 21-23, 2025, hosted by the Quezon City government.
