101 - DEPARTMENT ORGANIZATION.
All officers within the Department are held to a high standard. They are expected to follow all procedures while conducting their duties. In order to maintain integrity, all officers are expected to report any questionable behaviour to supervisors as soon as they are able to.
101.11 MISCONDUCT – DEFINED. Misconduct shall mean any behaviour where an officer intentionally:
Obstructs the Department’s objectives;
Creates a bad perception of the Department; or,
Defies established standards in a malicious way.
Note: Guidelines relating to in-character corruption can be found in Section 103.1 of the Department Manual.
To allow a smooth-running Department, all officers shall:
Understand their responsibilities;
Understand their place within the Department;
Know the officers above them;
Report to the officers above them; and,
Manage officers below them within the scope of their responsibility.

The Department is home to multiple Bureaus and Divisions for Officers to work towards. Some Divisions are open to all officers, providing they read the SOPs for the specific Division. Other Divisions are only accessible to Officers who apply and are accepted into the specific Bureau/Group. These are:

Training Bureau.

The powers of a rank are only active when on-duty as that rank. Officers are strictly prohibited from displaying and roleplaying as ranks other than they are entitled to as per the LE Roster, following ranks, or ranks not authorized by Agency Standards.
101.41 UNIFORMED RANKS.
Police Officer I (PO I) – Phase I.
Unsworn Peace officers currently undergoing academy training. Their duties and responsibilities are defined by the Training Division.
Police Officer II (PO II).
Sworn Peace officers who have completed recruitment and are now full-time employees of the Department. They may take out civilian ride-alongs with permission from the active Watch Commander/highest supervisor. After the initial 2 weeks of Basic Patrol only, the following units are allowed:
Basic Patrol;
Air Support (having read and fully understood the Air Support Division SOPs);
Prisoner Transport;
Area Cycle Detail;
Traffic Enforcement (having read and fully understood the Traffic Division SOPs);
Foot Beat;
Traffic Enforcement Motorcycle;
Collision Investigation (having read and fully understood the Traffic Division SOPs);
Area Gang Enforcement Detail (when accompanied by a PO III);
Report-taking; and,
Extra Basic Patrol.
They may apply for:
Public Communications Group;
Detective Bureau; and,
Counter-Terrorism and Special Operations Bureau.
Reserve Police Officer Level II (RPO II).
Equal in rank to PO. II. Reserve Officers have no activity requirements due to their commitments elsewhere.
Police Officer III (PO III).
These senior officers have been upgraded from the rank of PO II. They have completed an application, panel interview, and probationary phase. Although they aren't field supervisors, they should be held to a higher standard than that of PO IIs, being a resource for ranks below them. They can deploy as:
Area Gang Enforcement Detail.
They may apply for:
K-9 Unit;
Special Weapons and Tactics; and,
Training Bureau.
Their powers include:
Utilization of the Urban Patrol Rifle.
Reserve Police Officer Level I (RPO I).
Equal in rank to PO. III. Reserve Officers have no activity requirements due to their commitments elsewhere.
Police Sergeant I (Sgt. I).
First supervisory role. Their powers include:
May issue suspension of up to a day for any PO III+1s or below;
May grant Basic Car duty permission to any sworn PO I;
May revoke the ride-along permission of a PO III+1 or below;
May grant the deployment of police resources that require Supervisor permission;
May declare themselves as Incident Commander;
May delegate Incident Commander responsibilites a line officer once the scene is declared Code 4;
May conduct short-notice rollcalls/regroups to reorganise units; and,
May grant permission for officers to wear the Utility uniform and Lightweight Tactical uniform.
May act as an Assistant Watch Commander (L20), provided a Watch Commander (L10) is on duty
Police Sergeant II (Sgt. II).
May issue suspensions of up to 3 days for any PO III+1 or below;
May act as Watch Commander; and,
May declare a Tactical Alert.
May declare a Blue/AMBER Alert
Police Lieutenant (Lt. I/II).
May issue a suspension of up to 5 days for any Sgt. I or below;
May act as a Watch Commander; should both a Lt. and a Sgt. II desire to act as a Watch Commander, Lt. takes priority; and,
May be delegated as the Officer-in-Charge of a Unit/Section/Detail.
Police Captain (Capt. I/II/III).
May promote or demote up to PO III without prior approval from a Commander or above;
May terminate any PO III or below without prior approval from a Commander or above;
May issue indefinite suspensions to any Sgt. II or below; and,
May be delegated as the Commanding Officer of a Division.
Police Commander (Cmdr.).
May issue indefinite suspensions to any Lt. or below;
May demote any Sgt. II or below without prior approval from the COP;
May terminate any PO III+1 or below without prior approval from the COP;
May promote up to the rank of PO III+1 without prior approval from the COP;
May utilise any departmental vehicle in any situation requiring it; and,
May be delegated as the Commanding Officer of a Group.
Deputy Chief of Police (Dep. Chief).
May issue indefinite suspensions to any Capt. or below;
May demote any Lt. or below without prior approval from the COP;
May terminate any Sgt. II or below without prior approval from the COP;
May promote up to Sgt. II without prior approval from the COP; and,
May be delegated as the Commanding Officer of a Bureau.
Assistant Chief of Police (Asst. Chief).
May perform the duties of the COP when they are unavailable for extended periods of time; and,
May be delegated as the Director of an Office.
Chief of Police (COP).
Holds full responsibility of the department and it’s employees.
May employ civilians into the Department;
May promote officers of any rank, to any rank;
May demote officers of any rank, to any rank; and,
May terminate officers of any rank.
101.42 DETECTIVE RANKS.
Police Detective I (Det. I).
Officers who are part of the Detective Bureau. May conduct investigative duties per Detective Bureau procedures.
Police Detective II (Det. II).
Officers who are part of the Detective Bureau. May conduct investigative trainings per Detective Bureau procedures.
Police Detective III (Det. III).
Officers who are part of the Detective Bureau. May supervise investigative operations per Detective Bureau procedures and is comparable to the rank of Sgt. II, being awarded the same Rank Authorities.
101.43 UNSWORN RANKS.
Police Administrator I (Admin. I).
Civilian Commanding Officers are comparable to the rank of Capt.; however, is not awarded the same Rank Authorities as the described rank.
Public Information Director II (PID II).
Civilian Commanding Officer comparable to the rank of Cmdr.; however, is not awarded the same Rank Authorities as the described rank.
Police Administrator II (Admin. II).
Civilian Commanding Officers are comparable to the rank of Cmdr.; however, is not awarded the same Rank Authorities as the described rank.
Police Administrator III (Admin. III).
Civilian Commanding Officers are comparable to the rank of Asst. Chief; however, is not awarded the same Rank Authorities as the described rank.
Commissioner (CMNR).
Civilian Board of Directors provides oversight for the Department as a whole.
SUPERVISORS
Director. Commanding Officer of an Office.
Staff Officer. An officer the rank of Captain or above.
Commanding Officer. An employee in charge of a Bureau, Group, Geographical Area, or a Division.
Officer In Charge. An officer having charge of a Section, Unit or Detail.
Supervisor. An employee engaged in field supervision or in general supervision of a Division, Section or Unit.
Watch Commander. An employee in charge of a specific watch in a Division or Geographical Area.
Incident Commander. An officer who takes command of an emergency situation, crime scene, or, who is in command of field details at planned special events.
ORGANISATION
Department. The Law Enforcement faction.
Office. A functional office under the direction of the Chief of Police.
Bureau. A major segregation, either functional or geographical, of similar Divisions or Geographical Areas within the Department.
Group. A functional segregation of activities and/or an assembled of two or more divisions or sections within an office or bureau.
Area. A Geographic subdivision of an operations Bureau.
Division. A functional subdivision of activities within an office, bureau, group, or area.
Section. A major activity within an office, bureau, group, area, or division.
Unit. A specific activity within an area, division, or section.
Detail. A specific assignment or a duty.
Police Officer
Police Officers make up the bread and butter of the Department. The Police Officer rank is divided into multiple paygrade ranks: Police Officer I, II, II+2, II+6, III, III+1 and III+1+1.
Police Officer II+2s are Police Officers who are assigned to the Motorcycle Unit.
Police Officer II+6s are Police Officers who are assigned to Air Support Division.
Police Officer IIIs are Police Officers who have shown true determination in being the best they can be, and normally have specialised into a specific role. They put in 100% effort it everything they do, and always try to resolve a situation in the best way possible. Their knowledge of policies and laws are to a higher standard, and they have gained a reputation of being a competent Police Officer.
Police Officer IIs must have at least 1 month of employment within the Department to be eligible for upgrade to Police Officer III. Note: This is concerning eligibility; just because you have reached 1 month of employment does not mean you will automatically be upgraded to Police Officer III.
Police Officer III+1s are Police Officer IIIs who are assigned to a hazardous/special detail. Note: Police Officer III+1 is no longer a rank within the Chain of Command; it is merely a rank that may be used by characters roleplayed by Police Officer IIIs who are assigned to a specialised detail. This may include the following:
Field Training Officer
K9 Assistant Trainer
Traffic Investigator
SWAT Assistant Team Leader
Police Officer III+1+1s are Police Officer III+1s who are assigned to an Officer-in-Charge position of a Unit/Section. They are only assigned in special circumstances when there is no available Supervisor in place of the given Unit/Section.
Police Officer III+3s are Police Officer III+1s who are assigned to a Unit/Section for the purpose of training. They are only assigned in special circumstances when there is no dedicated trainer in place of the given Unit/Section, usually being performed by a Supervisor.
Police Sergeant
Police Sergeants are broken into 2 ranks: Police Sergeant I and II.
Police Sergeant Is provide field supervision to units. They take control of situations once fully briefed, and will make sure that all of the units underneath them perform their duties correctly. Police Sergeant Is gained their rank via showing excellent decision making skills, and the ability to communicate and lead their fellow officers during stressful situations. Police Sergeant Is have atleast 2 months of employment in the department.
Police Sergeant IIs have a more complex list of tasks within the Department. Most notably, they act as Watch Commanders and supervise an entire patrol watch.
Police Lieutenant
Police Lieutenants are assigned as Officer-in-Charge of various law enforcement and administrative functions. The rank of Lieutenant is split into two pay grades.
Lieutenant Is are generally assigned as Watch Commanders at Geographical Areas.
Lieutenant IIs are generally assigned to specialised administrative or command positions.
Depending upon the division of assignment, each Lieutenant supervises the activities of their subordinates; coordinate specialised training, ensures sufficient stock of tactical supplies and equipment; acts as a leader at the scene of a crime; and more.
Police Captain
Police Captains act as divisional Commanding Officers within the Department. The rank of Captain is divided into three pay grades. At each pay grade level they assume a more complex and difficult level of responsibility within their assignment.
Captain Is are usually the Commanding Officer of a geographic patrol division.
Captain IIs are usually the Commanding Officer of a specialised division, or in some cases the the Assistant Commanding Officer of a large specialised division.
Captain IIIs are usually the Commanding Officer of a Geographical Area or a large specialised division.
As a Commanding Officer of a patrol or detective division, the Captain is responsible for inspecting and overseeing the functions or the officers and detectives to ensure compliance with the department policies, procedures, regulations and standards; inspecting personnel, facilities, and tactics for safety and/or training needs; and more.
Police Commander
Police Commanders act as Commanding Officers of Bureaus within the Department.
As Commanding Officer of a Bureau, Commanders are responsible for everything that goes on in their Bureau and ensuring the Divisions underneath the Bureau keep in compliance with Departmental policies and regulations.
Deputy Chief of Police
Deputy Chiefs are typically assigned as Commanding Officers of an Office within the Department.
Assistant Chief of Police
Assistant Chiefs are responsible for the Department when the Chief of Police becomes predisposed with other matters.
Chief of Police
The Chief of Police controls the entire Department and answers only to the Board of Police Commissioners. They are responsible for directing, planning, and co-ordinating the enforcement of laws for the purpose of protecting persons and property, and for the preservation of the peace in the community.
Law Enforcment Reserve are ranks granted to certain members of the department who, for a good reason, cannot fulfill the activity requirement due to their commitments elsewhere, and a mutual agreement and understanding exists, where the officer in question wishes to continually be a part of the faction, and LE command agrees with such.
Law Enforcement Reserve may be granted to members of Command and Supervisory staff who are unable to fulfil their expected duties and activity requirements. The decision to grant Reserve status is up to Command Staff's discretion.
Those who wish to be granted Reserve status should reach out to the chief of police, explaining why are they unable fulfil their duties and why should they be granted Reserve status. Should a request to be put onto Reserve status be denied, that member of the department has an option to take a LOA, attempt to keep up with activity requirements, or retire. Should they fail to maintain required activity, they are liable for termination.
Should a reserve officer wish to return to their duties, they are to reach out to LE Command. Do note, they are not guaranteed to be promoted to the rank held before reassignment to reserve status.
Members of the faction who are already on reserve as of the day this policy comes into effect are not required to submit this request.
