Deborah Ingersoll could best be described as a visionary, with that rare talent for bringing to fruition what seems impossible. She is an innovator in ideas, a talented motivator, who can inspire people to see potential in unlikely places.
Ranked multiple years in the Texas Power Lobby Rankings, she has a talent for bringing together diverse people toward common goals. Deborah has worked with the Texas Legislature since 1989, first as an entrepreneur creating the publishing company Reference Guides, later earning her greatest success in lobbying, fundraising, and email distribution.
Her most recent venture is the Online Texas Lobby Guide, that brings 1000+ registered lobbyists in Texas to the digital fingertips of anyone in need of a lobbyist.
Her professional experience was well-stated when she was chosen as Person of the Week for the Capitol Crowd by Robyn Hadley, quoted below.
If you work around the Capitol, you more than likely receive numerous emails about fundraisers and other events from Deborah Ingersoll. Who is Deborah Ingersoll and how did she become the person who disseminates all of those emails?
First of all, she’s a top-notch registered lobbyist with years of experience representing clients before the legislature. Second of all, what you “newbies” may not know is Ingersoll was one of the first entrepreneurs to capitalize on the need for background information on public officials and candidates.
Ingersoll started Reference Guides, Inc. a pre-internet service that compiled and printed pertinent information about elected officials, such as who their biggest contributors were, district demographics, their office mailing addresses, and key office personnel. Ingersoll sold subscriptions to the reference guides and sent subscribers professionally printed copies of the information. For subscribers who were more “cutting edge,” you could purchase the information in software format. You could even get updated Rolodex cards (remember those?). This was way back in the Dark Ages before the Ethics Commission or the House or the Senate posted such information on the Internet. As someone who worked around the Capitol, Ingersoll had the vision to see people would pay for the convenience of someone gathering this type of information for them.
An El Paso native, Ingersoll has worked around the Capitol since 1989. She started Reference Guides, Inc. in 1992 and her lobbying firm, Legislative Solutions, in 1994. Through the years she has worked for a multitude of clients, either alone or on a team, including AT&T, Southwestern Bell, the Texas State Troopers Association, Mirage Resorts, Inc., Ysleta Del Sur Pueblo, Parker College of Chiropractic, Texas Chiropractic College, the Texas Association of Private Schools, the Independent Title Association of Texas, Entrecorp, Waste Control Specialists, Vista Hospital, and several high profile trial lawyers. She has consistently been named to Capitol Inside’s annual Lobby Power Rankings, and she tied for 1st place as the Capitol Crowd’s “Favorite Female Lobbyist” in 2007.

Joshua Ingersoll
Vice President
A veteran of the United States Army and National Guard, Joshua Ingersoll is a world-traveler, aviation mechanic, and the charisma to become a future elected official.
While attending his Junior year at Texas Tech University, he was called to serve his country actively to fight in the Middle East. His expertise in aviation has been in high demand ever since, with half his time spent overseas and the other half here in Texas.
He has an affinity for both macro- and micro- perspectives of analysis. For example, like the intricate electrical systems in a helicopter and the moving parts that rely upon each wire, he can interpret any situation as a series of connected reactions.
Be it machine or person, he dedicates himself to finding the “why” behind what works so he can continue to build and improve upon what is good, to turn it into something great.
Josh is a dedicated father, husband, and leader in the family business.
Ashley Ingersoll
Treasurer
Her versatile talents have led to success in a variety of roles. A former teacher and small business owner, she brings enthusiasm and determination to any task, with a knack for formulating solutions to any problem.
An alumna of Concordia University with a degree in Mathematics, she has helped to support Legislative Solutions for more than 10 years in a variety of roles: administrative assistant, event coordination, data management, research, billing and account management, schedule and travel coordination. During tax season, she assists at H&R Block.
She is a great communicator, dedicated mom, wife, and essential team member in Legislative Solutions.
Jodi Ingersoll Meyer
Secretary
With 16 years of teaching experience, she has presented on communication skills and technology integration over multiple years at state and regional conferences. As part of a proficiency-based curriculum writing team, she is the lead strategist in organizing thousands of great resources into usable, interactive reference pages for the district’s 100+ foreign language teachers.
A lifetime in the family business, she first volunteered with a political campaign while in kindergarten, when she first started to play on the computer. From helping bind Guide to the Texas Legislature with the family, to helping coordinate political events and rallying for education, she is dedicated to democracy in all its manifestations. Though a full time teacher, she has always worked to support Legislative Solutions however she can.
While studying abroad in Spain and Mexico, she earned a Bachelor’s degree in Spanish, followed by a Master’s Degree in Secondary Education from Texas Tech University. She is intrigued by how seemingly unrelated ideas or facts connect on a larger scale, and transfers that unique perspective and insight into a successful career in education.
She is dedicated to the controlled chaos of the creative human experience: teaching, parenting, writing, photography, website design,reading, dancing, singing, travel, scuba, and spending time outdoors scuba diving, hiking, or biking. Her family and career are the most essential forces in her life.
Austin Meyer
Online Texas Lobby Guide Director
Michael “Austin” Meyer is an 8th year teacher of Mathematics with a special education certification. His expertise is in seeing beyond the immediate assumptions to deeper understandings. His true talent is how he integrates that new knowledge into workable methodology.
That same skill is his strength in technology, from database basics to software troubleshooting, he is determined to find solutions, even when the problem is unknown.
He is an alumnus of Schreiner University, with a Bachelor’s degree in Mathematics. As a survivor of hydrocephalus, he has overcome great adversity and was awarded a generous national academic scholarship in connection with Hydrocephalus Association, among many other scholarships.
The education career path has helped him to encourage a new generation to believe in themselves, no matter the difficulties in one’s path.
He is a proud father and husband, as well as a talented cook, well-versed in the nuances of gluten-free and anti-allergen food prep. No matter the subject matter, where others see limitations, he sees opportunities.
Greg Beatty
Creative Director
With 25+ years as communications director with Legislative Solutions, He can take any document or series of ideas and bring them together to make a professional product. Greg’s many responsibilities include graphic design, online content coordination, emails for distributions, and scheduling of email delivery.
An alumnus of Angelo State University, he began his career in radio and television news. Greg was the evening anchor for KTXS-TV News for 10 years before he moved to Austin to serve as Press Secretary for Senator Steve Carriker. He has since worked for several political organizations and coordinated many political campaigns.
Brooks Scharff
Technology Integration Contractor
From database integration to website fixes, he brings a creative problem-solving expertise to the team. Brooks has grown up with a fascination in all things computer-related, and began professional IT work at the age of 19. Much like his heroes of the tech industry, Brooks attended University of Texas at Dallas to study computer science, but took on full time Informational Technology work when the opportunity arose to pursue his passion in a professional capacity.
His experience includes 3 years of outsourced information technology, and another 4 years in real-estate industry IT consulting. His approach to technology involves streamlining processes to maximize efficiency.
Linda Hirt
Advisor
As a cotton farmer and rancher, Linda is active on several commercial and community boards in the Glasscock County and San Angelo regions. Her family’s large cotton farm has expanded to include a variety of crops and other investments, such as oil and wind energy, and more recently ranching.
A graduate of Sul Ross University, she has brought a legacy of leadership to her small town, and is valued for the variety of contributions she makes to the local communities. She is a steadfast supporter of community-builders, and dedicates her life to encouraging creative enterprise.
She enjoys travel, family, and spending time with her large family. Linda’s positive energy and zest for life bring out the best in everyone around her.
