The Department of Interior and Local Government Office continues to implement various programs that help in building a strong nation. These programs include the Retooled Community Support Program (RCSP). In Region 1, for the year 2021, there are 38 barangays of the 12 LGUs all in the province of Ilocos Sur- Candon City, Burgos, Galimuyod, Nagbukel, Narvacan, Salcedo, Santiago, Sta. Cruz, Sta. Lucia, Sta. Maria, Sto. Domingo, and Suyo.
To orient them on RCSP Phases of Implementation, different programs and services, and preparation of action plan for the implementation of RCSP in the target barangays, a virtual orientation was managed by DILG-Ilocos Sur. The activity was taken part by Local Chief Executives, City and Municipal Local Government Operations Officers, Municipal Planning and Development Officers, Punong Barangays, and Barangay Secretaries. PTF-ELCAC Chairman, Governor Ryan Luis V. Singson joined the activity and encouraged the participants to work in partnership to make Ilocos Sur a peaceful province.
DILG’s dedicated and hardworking frontliners has coordinated with different line agencies including the Technical Education Skills Development Authority (TESDA), Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD) Department of Agrarian Reform (DAR), National Commission on Indigenous People (NCIP), Department of Environment and Natural Resources (DENR) and Department of Agriculture (DA) for their programs and services related to RCSP.
The DILG Provincial Office conducted necessary training for the RCSP Core Teams which is supervised by the C/MGOOS in the LGUs. This training is essential for the implementation of the other phases of the RCSP. The effective communication process in managing the project is the vital key to its success. Each of the LGUs has prepared its action plan for the implementation of the RCSP.

Regular Serbisyo Caravan, and the conduct of Immersion is an essential activity that signifies the importance of the Bayanihan spirit as one of the best practices of the Filipinos. During the conduct of the Serbisyo Caravan, the residents from these barangays were able to connect with different agencies of the government. Whispering their concerns on different aspects including agriculture, water system, security and health. With the government reaching out to the community, they feel the support and significance. The provincial office also assisted the LGUs in crafting and enhancing their BDP, CDP, and AIP.
Community capacity building is also a vital aspect to reassure the people that the government is exerting its effort in introducing change. It focuses on concentrating about empowering the residents to bring out the full potentials that will lead them to a more progressive community. Improving the community’s Barangay Development Council, Barangay Peace and Development Council and Barangay Public Safety Officers is also a priority to inculcate leadership skills of the front-runners in each barangay. Trainings and workshops were conducted to supplement their knowledge on security and coordination with the authorities in case of atrocities.
A community stress debriefing was conducted to ease the trauma of the people from the fear and violence brought by the New People’s Army and their supporters. Debriefing is also a part of the community’s healing for more life’s possibilities. Distribution of information, education, and communication (IEC) materials were also conducted by LGUs to the barangays. These IEC Materials contain information about the ways of the government to help the community and are part of the information drive to attain peace in the country.
Two barangays- Barangay Nagbettedan, Sto. Domingo and Barangay Baluarte, Salcedo are the beneficiaries of the 2021 Support to Barangay Development Program (SBDP) while 27 of these Barangays are the proposed 2022 Support to Barangay Development Program (SBDP) beneficiaries.
