How to download e-Shram labour card?  Applicant can download his/her e-Shram labour card using his/her mobile number, AADHAAR card number, and the UAN Number. He self-registered this November on the Ministry of Labour & Employment's e-Shram portal--a national database of unorganised sector workers--with the help of a non-profit's labour facilitation centre. But the process was not as straightforward as he had hoped. His Aadhaar-linked mobile number, which is required for self-registration, belonged to his mother back in Kolkata, so he was unable to receive the one-time password, or OTP, that is sent to the Aadhaar-linked number during registration. "I had to spend Rs 50 at the Akshaya centre [a common services centre or CSC] to update my Aadhaar details before I could proceed with e-Shram registration a few days later," said Rashid, who had expected it to be a hassle-free process.


It has been argued that the application of labour laws based on the number of employees is desirable to reduce the compliance burden on infant industries and to promote their economic growth.[4],[5] However, low numeric thresholds may create adverse incentives for establishments sizes to remain small, in order to avoid complying with labour regulation.4,5 To promote the growth of smaller establishments, some states have amended their labour laws to increase the threshold of their application. For instance, Rajasthan has increased the threshold of applicability of the Factories Act, 1948, from 10 workers to 20 workers (if power is used), and from 20 workers to 40 workers (if power is not used). The Economic Survey (2018-19) noted that increased thresholds for certain labour laws in Rajasthan resulted in an increase in growth of total output in the state and total output per factory.5 Note that the Bill on Occupational Safety makes similar changes to the size to the thresholds for factories - from 10 workers to 20 workers (if power is used), and from 20 workers to 40 workers (if power is not used). Further, it increases the threshold of applicability of provisions regulating use of contract labour from 20 workers to 50 workers.

The problem stems from the Ministry of Rural Development's announcement in January making the Aadhaar-based Payment System (ABPS) mandatory for all payments to the MGNREGA beneficiaries. Workers should link their Aadhaar numbers with their job cards and bank accounts to get payments through ABPS. The previous instruction was to link Aadhaar with active job card holders, but the new directive made it mandatory to link Aadhaar numbers of all job card holders.

For instance, in Rayagada district, there were 2,26,151 job card households in 2021. Over the last three years, 68,864 job cards have been nixed, reflecting a more than 30% deletion rate. Similarly, in the Padmapur block of Rayagada district, the number of job cards has come down to 8,230 at present from 15,515 in the 2021-22 fiscal.

When Upendra Mandangi from Perupango village tried Aadhaar-job card-bank account linking, he got the message of successful linking. However, after a few days, his job card number was no longer visible on the website. When he attempted to register for manual work, his name was missing from the muster roll.
