Members of special populations are known as individuals who are not typically included in the mainstream of society. Kennedy, Austin, and Smith (1987) say special populations "broadly describes those who have special needs because of some social, physical, mental, or psychological difficulty. Stigma against people with disabilities especially the blinds and visually impaired are viewed as burdens. Society tends to associate them to a group of dependent people who need only public's financial aids. Consequently, this leads to further exclusion of the marginalized population where their social participation in the society is very limited, in addtion to the visual bias in the built environment, their sense of autonomy is also mainly restricted. Brickfields, Kuala Lumpur being the pioneer of blind conscious place with its rich history relating to the visually impaired community, is not an exception to having a degree of exclusion in its urban fabric, which is sadly being escalated due to rapid urbanization. This poses the question of how to achieve a resilient and inclusive community if the main marginalized community of the area is being increasingly sidelined.  Hence, the need for a paradigm shift in the social inclusion and representation of the PWDs community is at stake. Therefore, the principal idea behind the hub is to create a space and program which provides blind centric sports facilities and recreation spaces for the visually impaired community and at the same time integrate a multi-sensory wayfinding considerations in the building. This is to encourage them to practice better autonomy and better quality of life through physical and social activities which will ultimately, foster a stronger sense of empowerment.
