I am a Senior Economist at the Banque de France (Eurosystem), currently on leave from the Banco de España, and an academic researcher working in the fields of law and economics and public policy. I am also a qualified lawyer. I have been awarded the National Qualification for Appointment as Full Professor (Economics – CNU Section 05, France). Previously, I worked as a Senior Economist at the OECD and served as Vice President of ENATIC.
I hold a PhD from Universidad Carlos III de Madrid and an HDR (Habilitation à Diriger des Recherches) in Economics from Université Paris Nanterre, where I also lecture.
My research focuses on regulatory economics, the economic analysis of justice, and institutional design, with particular attention to regulatory complexity. My work has been published in leading academic journals, including the Journal of Regulatory Economics, Journal of Regional Science, and World Development. I have received several academic and institutional distinctions, notably the Distinguished Cross (Second Class) of the Order of Saint Raymond of Peñafort.
