I am an academic researcher specializing in applied economics, with a focus on Law & Economics, regulation and public policy. I have been awarded the National Qualification for Appointment as Full Professor – Acreditación para catedrático de Universidad – (Economics – CNU Section 05, France). I hold a PhD from Universidad Carlos III de Madrid and a HDR (Habilitation à Diriger des Recherches) in Economics from Université Paris Nanterre, where I also lectured. I am also a Lawyer (Member of the Madrid Bar Association).

Previously, I was a Senior Economist at the Banco de España (Eurosystem) (on voluntary leave of absence – excedencia – since 5 September 2026), Banque de France (Eurosystem) and the OECD (Paris). I also served as Vice President of ENATIC.

My research focuses on regulatory economics, the economic analysis of justice, and institutional design, with particular attention to regulatory complexity. My work has been published in leading academic journals, including World Development, the Journal of Regulatory Economics or the Journal of Regional Science.

I have received several academic and institutional distinctions, notably the Distinguished Cross (Second Class) of the Order of Saint Raymond of Peñafort.
